Plant City's NOAA station records about 56.1 inches of rain in a normal year, the most of the six Tampa Bay-area stations in our data, and about 61 percent falls June through September. NOAA Atlas 14 puts the 10-year, five-minute burst here at 9.44 inches an hour, and a gutter has to be sized for the burst.

Plant City rain, by the numbers

The 1991-2020 normal says how much water a roof sheds over a year; the Atlas 14 intensity, taken at the city's Census point, says how fast it arrives. For the 100-year storm the five-minute rate climbs to 12.5 inches an hour, and a 10-year day can bring 6.13 inches, 10.8 for the 100-year day.

Storm totals run far past the normals. Hermine's heavy rain and freshwater flooding damaged homes in Hillsborough and four other Gulf Coast counties in 2016, and Milton's rain in 2024 drove record crests on the Hillsborough River.

Code and upkeep

Downspouts, code and cleaning in Plant City

Code requires gutters only where eaves overhang less than 6 inches, with exceptions at gable rakes and a roof above another roof (R318.5). Any downspout, required or not, has to release water at least 1 foot out from the wall, whether through a splash block, a tail extension or a buried pipe.

Material rules: metal or plastic made for outdoor exposure, joints lapped, soldered or caulked, and fasteners that resist corrosion and match the gutter metal (R903.4.2). With 67.6 percent of the city's housing in single-family detached houses, most gutter systems here hang on individual homes rather than apartment buildings.

Under oaks and pines, a sensible rhythm is three cleanings: after the spring leaf drop and pollen in late April or May, before the June to September storm season, and after the pine-needle peak, in late November or December. Southern live oaks are a known litter problem, and Tower Hill, a Florida insurer, says to clean more often under overhanging trees.

What size gutters does a Plant City house need?

It depends on the roof area each gutter run drains. At Plant City's Atlas 14 rate of 9.44 inches an hour for a 10-year, five-minute burst, a 5-inch half-round gutter at 1/8-inch slope handles about 754 square feet of roof plan area and a 6-inch about 1,120, by our arithmetic on the plumbing code's capacity table. A 6-inch gutter carries about 49 percent more than a 5-inch at the same slope. Steeper roofs count extra area.

How often should gutters be cleaned in Plant City?

At least twice a year, and three times under heavy trees. Tower Hill, a Florida insurer, recommends spring and fall at a minimum and more often under overhanging trees. In Central Florida, oak pollen peaks in March and April and pine needles fall hardest from September through November. With about 61 percent of Plant City's 56.1 inches of yearly rain arriving June through September, a clean gutter before June does the most good.

Are gutters required on Plant City homes?

Only on houses with short eaves. Section R318.5 of the Florida Residential Code, which the City of Plant City's Building division enforces inside city limits, requires gutters and downspouts where eaves project less than 6 inches, except at gable end rakes or on a roof above another roof. Where gutters exist, downspouts must discharge at least a foot from the wall. On a house with deeper overhangs, gutters are your choice.
