Two sets of rules: Plant City houses and mobile homes
For a site-built house on a homeowner policy issued or renewed since July 1, 2022, Fla. Stat. 627.7011(5) bars an insurer from refusing coverage only because the roof is younger than 15 years. Once the roof passes 15, the insurer must accept an inspection by an authorized inspector, at your cost, and cannot refuse on age alone if it shows at least 5 years of life left. Single-family detached homes are 67.6 percent of the city's housing.
Mobile homes sit outside that section, Senate staff note. Citizens still requires a 4-point inspection, which covers the roof along with electrical, plumbing and HVAC, on mobile home applications for properties more than 20 years old, the same line it draws for houses. Its roof-age rule adds documentation of five years of remaining life for shingle roofs past 25 and hard roofs past 50.
Citizens' own Roof Inspection Form, RCF-1, must be signed by a general, residential, building or roofing contractor, a building code inspector or a Florida-licensed home inspector, with photos of every roof slope.

The wind mitigation form, OIR-B1-1802, grades what an inspector finds in the attic: how the deck is nailed, how the roof is tied to the walls, the roof's shape and whether the deck is sealed. On deck attachment, staples or 6d nails at 6 inches on the edges and 12 in the field earn rating A; 8d nails at 12 inches in the field rate B; 8d nails at 6 inches rate C.
Roof-to-wall ties are graded from toenails up through clips, single wraps and double wraps to structural anchors, and a metal connector only counts with at least three nails into the truss. Florida's 15-year roof rule is in Fla. Stat. 627.7011(5), and it speaks to homeowner's policies. How long is a wind mitigation report good for on a Plant City house?

The current form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026 and is valid for up to five years as long as no material changes are made to the structure and no inaccuracies are found on it. A re-roof is the kind of change that can alter its answers, so a house that gets a new roof under a City of Plant City permit is a good candidate for a fresh form.
