Roof replacement in Brandon, FL

Half of Brandon's homes were built in 1993 or earlier, nearly a decade before Florida's first statewide building code took effect in 2002. Replace the roof on one of those houses and the code adds deck re-nailing and a sealed secondary water barrier to the job, inspected by Hillsborough County rather than a city.

Brandon re-roofs and the 2002 code line

Florida adopted one statewide code after Hurricane Andrew exposed the old local codes, and the first edition took over on March 1, 2002. In Brandon, 64.7 percent of homes predate 2000, against 62.5 percent countywide, so most decks under today's roofs were fastened earlier. At a re-roof, R908.7 of the residential code makes any sawn-lumber, plank or wood-panel deck meet the attachment rules of R908.7.1 and adds a secondary water barrier under R908.7.2.

The nail table, R908.7.1.2, works from what is already holding the deck. Staples and 6d nails are treated alike: ring-shank nails go in until spacing is 6 inches or less. Existing 8d nails at 6 inches or tighter are left alone, and 8d nails set farther apart are supplemented down to 6. The supplemental nail is an RSRS-01 ring-shank with a 0.113-inch shank.

For the water barrier on a shingle or metal roof, the code accepts membrane over the whole deck, sealed seams under an underlayment, or two lapped plies of felt-type underlayment (R905.1.1.1). FEMA's Hurricane Michael advisory adds that a sealed roof deck can significantly reduce the water that gets in when the covering is lost.

County permit, inspections and the March 2009 date

Brandon is unincorporated, so its re-roof permits come from Hillsborough County's Building Permits & Records office. As the state code allows, the county skips plan review for a reroof (FBC-B 107), then inspects twice: the sheathing with the dry-in, and the finished roofing, covering dry-in, insulation, coverings and flashing (110.3).

If the roof now on the house went on after March 1, 2009, it was built to the 2007 Florida Building Code or later, and a large repair only has to bring the repaired part up to code (Fla. Stat. 553.844(5)). Earlier roofs face the full rule: redo more than 25 percent of a section in 12 months and the whole section must meet current code (R908.1.1).

What must a Brandon roofing contract include?

Two notices that Florida requires on every contract to repair or replace a roof on a home. One says the contractor may not offer a rebate, gift, gift card, cash, coupon, deductible waiver or anything of value for a roof inspection or an insurance claim; without it, the owner may void the contract within 10 days. The other, in bold type of at least 14 points on the signature page, tells the owner to check coverage with the insurer before signing if the work relates to a claim. Hillsborough County will permit the job; the contract is between you and the contractor.

Will a Brandon re-roof qualify for wind mitigation credits?

It can improve two items insurers grade. On form OIR-B1-1802, standard underlayment or hot-mopped felt does not count as a secondary water barrier, but a fully adhered membrane, taped deck seams or a double layer of felt-type underlayment does. Deck attachment is graded A, B or C by nail type and spacing, and re-roof re-nailing changes that answer. On a 1993 Brandon house, the median year, both items usually start low. Ask your agent what a new form would change before you order one.

Does every Brandon re-roof have to be a tear-off?

Not by definition, but often in practice. The code requires removing every old layer when the roof is water-soaked or too deteriorated to be a base, already has two or more coverings, is wood shake, slate or tile, has blisters not cut and secured, or cannot meet the code's securement rules. The 2023 residential code marks its own re-cover sections Reserved, so ask Hillsborough County's Building Permits & Records office before planning an overlay on a Brandon house.
