What a Brandon roof inspection is really for
Start with the law. Under Fla. Stat. 627.7011(5), an insurer may not refuse or non-renew a homeowner policy just because the roof is under 15 years old. For older roofs, you may have an authorized inspector check the roof at your own cost, and a finding of at least 5 years of remaining life stops a refusal based on age alone. Brandon's pre-1980 share, 23 percent, sits below the county's 30.4 percent.
The 4-point form's roof section asks for the covering, the roof's age and remaining useful life, the date of the last roofing permit, whether any replacement was full or partial and by what percentage, the overall condition, and a damage list. With photos of each slope, Citizens accepts it in place of a separate roof inspection form. Hillsborough County's permit records supply the permit date for a Brandon house.
The arithmetic is simple. A shingle roof put on a 1993 house, Brandon's median year, and never replaced would be 33 years old today, past Citizens' 25-year line for soft roofs; tile and metal get 50 years.

Form OIR-B1-1802 walks through the house in order: building code era, wind region from the ASCE design speed for the address, roof slope, covering approval, deck attachment, roof-to-wall connections, roof geometry, the sealed deck and opening protection. A house permitted after the first Florida code started on March 1, 2002 can check a code-era box; most Brandon homes, 64.7 percent of which predate 2000, cannot, so their credits come from the roof items.
Geometry counts too. A hip roof qualifies only if non-hip features make up no more than 10 percent of the total roof perimeter, and the slope question uses whichever pitch covers two-thirds of the main roof.

Can I insure a 20-year-old roof in Brandon?
Often, but your insurer sets the terms within state law. A 20-year-old roof is past the 15-year mark, so the insurer must let you have it inspected by an authorized inspector at your expense before requiring replacement, and it cannot refuse or non-renew solely for age if the inspection shows at least 5 years of useful life left. Citizens' own line for shingle roofs is 25 years. Half of Brandon's homes date from 1993 or earlier, so many original roofs are past both lines.

Who pays for the roof inspection my insurer wants on a Brandon house?
You do, under the statute. Fla. Stat. 627.7011(5)(c) says that for a roof at least 15 years old, the insurer must allow the homeowner to have a roof inspection performed by an authorized inspector at the homeowner's expense before requiring the roof to be replaced. The insurer has to sign off on the inspector, who must also be one of the professionals the statute lists, from home inspectors and building code inspectors to roofing contractors, engineers and architects. With 23 percent of Brandon homes built before 1980, plenty of owners get this letter.

Is a wind mitigation inspection worth it on a Brandon home?
Often, because Florida requires insurers to offer discounts, credits or deductible reductions for proven windstorm features, including roof strength, roof covering performance and roof-to-wall strength. The state's consumer notice adds two limits: credits apply only to the hurricane-wind part of the premium, and they are not cumulative. A report on the current form stays valid for up to five years if the house does not change. On a 1993 Brandon house, which predates the form's code-era boxes, attic items such as clips or straps carry the credits.
