Hillsborough County's inspectors follow the code's sequence for a new Brandon house (FBC-B 110.3): framing once trusses and connectors are set, sheathing at or before the dry-in, roofing for the dry-in, insulation, coverings and flashing, then final. Under Fla. Stat. 553.791, the owner can hire a private provider for plan review or inspections instead.
Roof sheathing gets RSRS-03 ring-shank nails, and the code's table tightens spacing near edges, ridges and hips as the design wind speed and exposure increase (R803.2.3.1). A footnote lets the interior field stay at 6 inches on center.
For tile the code is specific: it goes on solid sheathing and follows either the maker's instructions or the FRSA/TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual, Seventh Edition (R905.3).

Hillsborough County's Building Permits & Records office, because Brandon is unincorporated, unless the owner hires a private provider. Fla. Stat. 553.791 allows the fee owner, or the owner's contractor with explicit written authorization, to use a private provider for plan review or building code inspections at any time. The roof inspections are the same either way: sheathing at dry-in, then a roofing inspection of the dry-in, insulation, coverings and flashing.

Can a Brandon home builder install the shingles itself?
On its own new building, yes. Fla. Stat. 489.113(3)(b) lets a general, building or residential contractor install, or repair under warranty, asphalt or fiberglass shingles, wood shingles or shakes on a new building of its own construction.
