What Wildwood's permit setup means for a flat roof
Wildwood's commercial roofs go through the same office as its 11,127 housing units: Sumter County Building Services, which took over building services for all five Sumter cities on April 1, 2025. It enforces the 2023 Florida Building Code, 8th edition.
Commercial roof decks and coverings must be designed for the wind loads in Chapter 16 of the building code, starting from the county's 135 mph criterion. On low-slope membrane roofs, the metal edge system has to be tested to ANSI/SPRI ES-1 or RAS 111.
If a re-roof moves or replaces a rooftop AC unit, a local government can require that unit to meet current code, under FBC-B 102.8. Plan the mechanical work together with the roof.

A new low-slope roof needs at least a 1/4-inch-per-foot slope for most membranes, and the code counts drainage as positive only when the roof drains within 48 hours of rain. NRCA uses the same 48-hour test for ponding.
Storm drains are sized on the 100-year hourly rainfall, and NOAA Atlas 14 puts that at 3.94 inches an hour at Wildwood. Where a parapet could trap water, the code also requires secondary overflow drains or scuppers, and water pouring from one is a sign the primary drain is clogged.
Before recovering instead of tearing off, count the roofs already on the building: two or more means a full tear-off. So does a water-soaked or deteriorated base, found with a moisture survey confirmed by cores.

Does the 25% rule apply to commercial roofs in Wildwood?
Yes. FBC-Building 1511.1.1 says no more than 25% of a roof or roof section may be repaired, replaced or recovered in any 12 months unless the whole section is brought to code, with the same exception for roofs built to the 2007 code or later. Fla. Stat. 553.844(5) bars local governments from amending that exception. Sumter County Building Services enforces it in Wildwood under the 2023 code.
