Roof inspections in Oviedo, FL
Mobile homes make up 0.9 percent of Oviedo's housing units, so almost every roof here is on a site-built house. The median home dates to 1997. That suggests many original roofs are now past 25 years, which is the age where inspections start to matter.

Roof age
How old Oviedo roofs are and what insurers ask
Only 7.6 percent of Oviedo homes were built before 1980, against 29.1 percent across Seminole County. Meanwhile 16.6 percent went up in 2010 or later. This is a younger town than most of the county, so your roof is likelier to be a first or second one than a fifth.
Florida's 15-year rule is why age gets checked. An insurer may not refuse or non-renew a policy solely because a roof is under 15 years old. For a roof 15 or more, you may hire an authorized inspector at your own expense. If the report shows 5 or more years of useful life, age alone cannot be the reason to drop you.
The inspector has to be an authorized inspector. The statute's list includes a licensed home inspector, a building code inspector, a roofing or general contractor, an engineer and an architect. Ask your insurer or agent whom it accepts before you book anyone.
The inspection
What a roof inspection checks in Oviedo
An inspector records the covering, its age, remaining useful life, permit history and any leaks. The insurer's checklist also names cracking, curling, granule loss, exposed felt, loose or missing tabs and tiles, and soft decking. You should receive photos of each roof slope.
Citizens Property Insurance sets its own age lines. Shingle roofs older than 25 years, and hard roofs such as tile or metal older than 50, need proof of at least five years of remaining life. It asks for a 4-point inspection, with a roof section, on properties more than 20 years old.
A wind mitigation inspection is a separate job. It uses form OIR-B1-1802, and it covers attic items you cannot see, such as deck nailing and roof-to-wall connectors. The form stays valid up to five years if nothing about the structure changes.
Timing
When to order an inspection in Oviedo
- Buying: before closing, because a 1997 roof may be near the 25-year line.
- Selling: so a buyer's insurer letter does not surprise you late.
- Insurer letter: if your insurer cites roof age, the 15-year rule lets you document remaining life first.
- After a storm: Hurricane Ian flooded the Econlockhatchee Rivers near Oviedo in 2022, and county officials counted 3,058 affected structures.
If an inspection leads to a re-roof, the City of Oviedo Building Department issues the permit, and its permit page includes a Re-Roof Process and Affidavit. Confirm current steps with the building office.
Under Fla. Stat. 489.147, a roofer may not offer anything of value for an inspection or advise you on coverage. Questions about your own policy go to your insurer or agent.
Questions
Roof inspections in Oviedo: questions
How old is the typical roof in Oviedo?
The median Oviedo home was built in 1997, with a margin of one year. That suggests many original roofs are well past 15 years and some near 25. Only 7.6 percent of homes predate 1980, so Oviedo skews newer than Seminole County, where the median year is 1988. Your own roof may have been replaced, so check the permit history with the City of Oviedo Building Department.

What does the Florida 15-year roof rule mean for me?
Florida law, Fla. Stat. 627.7011(5), bars an insurer from declining to issue or renew your homeowner's policy based only on a roof being under 15 years old. If your roof is 15 years old or more, you can pay for an authorized inspector to examine it, and the insurer has to accept that inspection before it can require you to replace the roof. An insurer cannot turn you down or decline to renew based on roof age alone when that inspection finds at least 5 years of useful life left on the roof. The median year homes were built in Oviedo is 1997, so many homes here are near that 15-year line.

What does the roof section of a 4-point inspection record?
It records the covering material, roof age, remaining useful life, date of the last roofing permit, and whether the replacement was full or partial. It also records overall condition and a list of damage items. Citizens asks for this inspection on properties more than 20 years old, and in Oviedo the median home is already near that mark, built in 1997.

Who can sign a roof inspection for an Oviedo homeowner?
Your insurer decides whom it recognizes, so ask before paying for a report. Qualifying types include a licensed home inspector, a building code inspector, a roofing or general contractor, a professional engineer and an architect. Citizens' roof form must be signed by a contractor, building code inspector or Florida-licensed home inspector. Only 0.9 percent of Oviedo housing units are mobile homes, and Senate staff note this rule does not apply to mobile home policies, so most Oviedo owners fall under it.
