Roof replacement in Oviedo, FL

The median Oviedo home was built in 1997, and the American Community Survey puts the margin at one year. Many original shingle roofs here are likely at or past the 25-year mark. A replacement is a permitted job, and the City of Oviedo Building Department issues the permit.

Home age

What a 1997 median year means for your roof

Only 7.6 percent of Oviedo housing units predate 1980, against 29.1 percent across Seminole County. Homes built in 2010 or later make up 16.6 percent here. That suggests most Oviedo roofs are either original to a 1990s build or already replaced once.

Single-family detached homes are 78.1 percent of the housing units, and 76.7 percent of occupied homes are owner-occupied. Mobile homes are 0.9 percent. Most re-roofs here are therefore site-built houses where the owner decides.

Age also matters to insurers. Citizens asks for proof of five more years of useful life on a shingle roof older than 25 years. State law also lets you have an authorized inspector check a roof that is 15 years or older, at your expense. Talk to your insurer or agent about how your own policy treats roof age.

Permit rules

The permit path for a re-roof in Oviedo

Oviedo's permit page carries a Re-Roof Process and Affidavit, and Seminole County lists the same form. Start with the City of Oviedo Building Department, because it issues roof permits here.

One statewide code governs roof work, so the rules do not change at the city line. A roofing contractor's scope includes required roof-deck attachments and replacing wood sheathing found rotten during the job. Deck nailing is part of the work, not an extra.

A permit also runs on a clock. The code voids it if no work starts within 6 months of issuance, or if the job sits suspended for 6 months. For an Oviedo house with a 1997 median build year, plan the tear-off date before you apply.

25% rule

The 25% rule on an Oviedo roof

The code says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the whole roof or section is replaced or recovered. A large patch can therefore trigger a full replacement.

Newer work gets a carve-out. If your roof went on or was redone under the 2007 Florida Building Code or any later edition, only the new portion must meet current code, and a local government cannot amend that by ordinance. Oviedo's median build year of 1997 suggests many owners will not qualify unless the roof was redone since 2007.

Questions

Roof replacement in Oviedo: questions

Who issues a roof replacement permit in Oviedo?

The City of Oviedo Building Department issues roof permits here. The city's permit page includes a Re-Roof Process and Affidavit, so start there. Seminole County's Building Division also lists the same affidavit and posts re-roof resources, including solar panel re-installation requirements after re-roofing. If you are unsure which office covers your address, confirm with the building office before work begins.

What is the 25% roof rule in Florida?

No more than 25 percent of a roof or roof section can be repaired, replaced or recovered in any 12-month period unless the entire roof or section is replaced or recovered. A roof last built or redone under the 2007 code or a later edition gets relief: current code applies only to the portion being changed. Oviedo's median build year of 1997 suggests many roofs here may not qualify for that relief.

Are Oviedo roofs older than the rest of Seminole County?

No, they are generally newer. The median home in Oviedo was built in 1997, against 1988 countywide. Only 7.6 percent of Oviedo housing units predate 1980, while 29.1 percent do countywide. That suggests fewer very old roofs here, but a 1997 build still points to many original roofs near or past 25 years.

Does a re-roof need a Notice of Commencement?

Yes, in the usual case. The Florida Building Code requires the permit card to warn the owner that skipping a recorded Notice of Commencement may mean paying twice. For an Oviedo house in the 14,191-unit housing stock, the same rule applies as anywhere in Seminole County. A copy is required before the first inspection when the contract is above a set amount, so ask the Oviedo building office about the current threshold.
