Which building code your Oviedo permit falls under

Permit applications and plans filed before December 31, 2026 fall under the 2023 Florida Building Code, Eighth Edition. Anything submitted on or after that date must meet the Ninth Edition. If your plans are close to that date, ask the city which edition applies to your filing.

State law requires statewide approval for roofing products, so your permit should list approved ones. Oviedo sits outside the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade, so a Miami-Dade notice is not the standard here. You can check an approval by number or manufacturer on the Florida Building Commission lookup.

What the code requires on the roof deck of a new Oviedo home

Roof sheathing on a new home is nailed with ring shank nails. The residential code names ASTM F1667 RSRS-03 nails, 2 1/2 inches long, and allows two other ring shank types on thinner sheathing. A dry-in follows, and the code gives three ways to do it for shingle and metal roofs.

  • Self-adhering polymer-modified bitumen underlayment across the entire deck.
  • A strip at least 3 3/4 inches wide taped over every deck joint, followed by approved underlayment over the whole roof.
  • Two layers of felt-type underlayment, nailed 12 inches apart in the field and 6 inches apart at laps.

On shingle roofs, the metal drip edge sits on top of the underlayment along eaves and gables. Its nails can be spaced up to 12 inches apart, tightening to 4 inches where design wind speed is 110 mph or more or the roof is over 33 feet high. Tile follows the manufacturer's instructions or the Florida High Wind tile manual, and only over solid sheathing.

Scheduling the roof around inspections and the builder

Inspections run in a set order: foundation, framing, sheathing, exterior wall coverings and soffit, roofing, then final. Roof coverings and flashing are checked at the roofing stage. Book the roofer only after the sheathing passes, and ask the City of Oviedo whether it wants a separate dry-in inspection.

A general or residential builder may put on asphalt shingles itself only when the building is its own new construction. Any other roof type goes to a roofing contractor holding the state certificate or registration. Oviedo's permit page also requires elevation certificates for new homes in a special flood hazard area.

Under the permit clocks in the code, a permit lapses if work has not started within 6 months, so line up your crew before you pull it. The permit card also warns about a Notice of Commencement, which must be recorded and posted before the first inspection. A builder must also warrant a new home for 1 year against Building Code defects, with exclusions for wear and natural disasters.

How does the 25% rule apply to a new roof in Oviedo?

It mostly does not apply to a brand-new roof, because the rule governs existing roofs. It says no more than 25 percent of a roof section may be repaired, replaced or recovered in 12 months unless the whole section is redone.
