Why age matters on Casselberry roofs

The median Casselberry home was built in 1983, five years earlier than the 1988 countywide median for Seminole County. That suggests many original roofs here are well past the 15-year mark, and a good share have been replaced at least once. Mobile homes are 7.6 percent of units here against 2.1 percent countywide.

Florida's age trigger for roofs is 15 years. Once a Casselberry roof reaches it, your insurer must let you hire an authorized inspector at your own expense. When a report shows at least 5 years of useful life left, an insurer cannot refuse or non-renew a policy on age alone.

That law does not apply to mobile home policies, according to Senate staff notes. If you own a mobile home in Casselberry, ask your insurer what it requires, and note that these homes follow the HUD code, not the Florida Building Code.

What a roof inspection checks

An inspector records the covering type, roof age, remaining useful life and date of the last roofing permit. The 4-point form also asks whether the roof was fully or partly replaced and by what percentage. Citizens requires that form for properties more than 20 years old, and Casselberry's median build year of 1983 puts many homes past that line.

  • Soft spots in the decking
  • Signs of a leak may show up in your attic or as stains on the ceilings below.

For a shingle roof past 25 years, Citizens wants documentation of five more years of life. Tile and metal roofs are treated as hard roofs with a 50-year line. A separate wind mitigation form, OIR-B1-1802, covers attic items you cannot see, such as roof-to-wall connections and roof deck attachment.

Timing

When to order an inspection

Casselberry's owner-occupied share is 59.5 percent, so many roofs belong to people who may soon sell, renew or file. Book an inspection ahead of a sale, once a roof-age letter arrives, or following a storm. Photos of each slope can stand in for a separate roof form.

Storm timing matters. Seminole County saw Hurricane Irma in 2017, when 4,939 of 7,125 assessed residential structures were affected. Notice of a new or reopened claim has to reach the insurer within 1 year of the loss. Your insurer or agent can tell you what your policy actually covers.

A roofer may not offer you anything of value for an inspection or urge you to file a claim. Florida Statute 489.147 bars that. For permit questions, confirm requirements with the City of Casselberry Building Division.

Who counts as an authorized roof inspector in Florida?

Your insurer has to accept the inspector. Qualifying people include a licensed home inspector, a certified building code inspector, a licensed general, building, residential or roofing contractor, a professional engineer or an architect. Other professionals can also be accepted by the insurer as qualified. Ask your insurer for its list before you hire anyone, since Casselberry's 1983 median build year means many owners need a report soon.

Does a Casselberry mobile home roof follow the 15-year rule?

The 15-year roof rule in Fla. Stat. 627.7011(5) applies to a homeowner's policy, so it covers a Casselberry mobile home only if the policy is a homeowner's policy. An insurer may not refuse to issue or renew solely because the roof is under 15 years old. When your roof is 15 years or older, you can hire an authorized inspector at your own expense, and the insurer has to allow it. If that inspection shows 5 or more years of useful life remaining, the insurer may not refuse or non-renew you solely because of the roof's age. Form OIR-B1-1802 (Rev. 04/26), the current version, stays valid for as long as five years, provided the structure has had no material changes and the form contains no inaccuracies.
