Who permits a commercial roof in Oviedo
The city of Oviedo's online permit applications list a Re-Roof Process and Affidavit. Ask the office for that paperwork before any crew mobilizes. Seminole County's Building Division posts storm repair resources, but a roof inside Oviedo city limits goes through the city.
The Florida Building Code applies here. The High-Velocity Hurricane Zone is only Broward and Miami-Dade, so Oviedo bids should not carry Miami-Dade approval requirements. The 2023 edition took effect December 31, 2023, and the next edition takes effect December 31, 2026. A permit application filed on or after that date must meet the new edition.

Rooftop units matter on commercial buildings. A local government cannot require existing mechanical equipment to be brought to current code unless it is replaced or moved during reroofing. Ask each bidder whether any unit will be moved, because that changes the scope.
Oviedo's median home was built in 1997, against 1988 countywide. Only 7.6 percent of units predate 1980, compared with 29.1 percent in the county. That suggests many roofs here are in a middle age and may be approaching the point where recover is no longer allowed.
