Why roof age matters in Winter Springs

Florida Statute 627.7011(5)(b) bars a refusal to issue or renew a homeowner's policy solely because the roof is under 15 years old. Once a roof reaches 15, the homeowner gains a right to a pre-replacement inspection by an authorized inspector. If that inspector finds 5 or more years of useful life, the insurer cannot drop or refuse the policy over age alone. You pay for the inspection.

Citizens Property Insurance sets its own lines: documented useful life for shingle roofs older than 25 years, and for hard roofs such as tile or metal older than 50 years. Citizens also asks for a 4-point inspection on properties more than 20 years old. Your insurer or agent can tell you which line your own policy uses.

What a roof inspection actually checks

On the 4-point form, the roof part lists the covering material, the roof's age, the years of life left, the date of the last roofing permit, and the share replaced if only part was redone. Add photos of every slope and the form can replace the Roof Inspection Form that Citizens otherwise asks for.

  • Cracked, cupped or curled shingles, and bald patches where granules wore off
  • Exposed asphalt or exposed felt
  • Missing, loose or cracked tabs or tiles
  • Soft spots in the decking
  • Stains or active leaks on attic decking and interior ceilings

A wind mitigation inspection is different. It looks at items you cannot see from the ground, such as roof deck attachment, roof-to-wall connections and a sealed roof deck. The current form, OIR-B1-1802, is valid for up to five years if nothing material changes.

Order one before you buy or list a home, since 76.1 percent of occupied homes in Winter Springs are owner-occupied and many sales involve older roofs. A letter from your insurer that mentions roof age is another reason to order one. After a storm, remember that notice of a new or reopened property claim must reach the insurer within 1 year of the loss.

Hurricane Ian in 2022 brought flooding along Howell and Gee Creeks, and countywide 3,058 structures were affected. Flooding is not roof damage, but wind and falling trees from storms like Hurricane Matthew in 2016 are. Photograph the roof soon after any storm.

If a roofer offers an inspection, be careful. Under Florida Statute 489.147, a contractor may not offer anything of value for an inspection or a claim, and may not advise you on coverage. Your insurer or agent is the right place to take any question about what your policy covers.

Does the 4-point inspection include the roof?

Yes. The roof section records material, age, remaining useful life, the last permit date, whether a replacement was full or partial, and condition. Properties more than 20 years old need a 4-point inspection if you want coverage from Citizens.
