Permit, inspections and the 25% rule in New Port Richey

Inside city limits, the City of New Port Richey Building Division handles construction review, permitting and inspections. That includes your re-roof. Pasco County is a separate office, and it does not cover addresses inside the city.

The 25% rule is in section 1511.1.1 of the Florida Building Code. If you repair, replace or recover more than 25 percent of a roof in any 12-month period, the entire roof system or roof section must be redone. There is one exception for a roof already built or replaced to the 2007 code or later. In that case the newly redone portion alone must meet current code, and a local government cannot change that exception.

Contractors must follow the permit clocks. A permit becomes invalid unless work starts within 6 months after it is issued. It also lapses if work is suspended or abandoned for 6 months.

Roofing work includes the deck attachment and any sheathing replaced during the job. That is where a 1980s-era house may need extra nailing or new plywood. The secondary water barrier and the two inspections come with the permit, so confirm the exact schedule and current requirements with the Building Division.

The permit card warns you to record a Notice of Commencement. Skip it and you may end up paying twice for the improvements. The notice must be recorded and posted on site before the first inspection.
