The City of New Port Richey Building Division handles construction review, permitting and inspections inside city limits. The High-Velocity Hurricane Zone covers only Broward and Miami-Dade, so its extra roofing permit forms do not apply to Pasco County.

The 2023 Florida Building Code, Eighth Edition, is in force now. The Ninth Edition takes effect December 31, 2026, and applications filed on or after that date must follow it. A permit filed late in 2026 may be judged under a different edition than one filed in January.

The 25 percent rule matters on a multi-roof property. No more than 25 percent of a roof section may be repaired, replaced or recovered in 12 months unless the whole section is redone. An exception exists for roofs built or redone under the 2007 code or later.

A permit also expires if work does not start within 6 months of issue, or stops for 6 months. Record the Notice of Commencement and post it before the first inspection.

Low-slope systems, drainage and comparing bids

New low-slope roofs need a minimum slope of one-fourth unit in 12 for built-up, modified bitumen, single-ply, spray foam and liquid-applied systems. Single-ply sheet is rated under ASTM D4637 for EPDM and D6878 for TPO. Drains matter too: where water could be trapped behind a parapet, the code requires secondary overflow drains or scuppers.

Ian brought mostly minor shingle damage to Pasco County, and a 2018 tornado here peeled shingles and felt off some homes. Ask each bidder how edge metal and drains are attached, since the code requires tested edge systems on low-slope roofs.

What is the 25% roof rule in Florida?

It says no more than 25 percent of a roof section may be repaired, replaced or recovered in any 12-month period unless the whole section gets a new covering. If the roof was built or redone under the 2007 Florida Building Code or later, only the repaired part must meet current code. On a New Port Richey building with older roofs, that often pushes a repair toward a full section replacement.

Can a general contractor replace a commercial roof?

Usually not on their own. Florida law says a general contractor must subcontract roofing unless they hold a roofing license, and cannot advertise as a roofing contractor without one. The only exception is shingles on a new building the contractor built.
