Roof replacement in Holiday, FL
The median Holiday home was built in 1977, and 63.7 percent of homes here went up before 1980. Many original roofs in the area are likely well beyond 25 years of age, going by that figure. A replacement in Holiday is permitted by Pasco County, and the code adds inspections and deck work.

Home age
What 1977 housing means for your roof
Just 3.3 percent of the homes in Holiday date from 2010 or later. Pasco's newer-build areas, such as Trinity, look very different. A roof on a typical Holiday home has probably been replaced at least once, and some are likely on a second or third covering.
Age matters for insurance. If your roof is 15 years or older, the insurer must let you have an authorized inspector check it at your own expense. When that inspection finds 5 or more years of useful life remaining, the insurer may not decline or non-renew on age alone. On shingle roofs past 25 years, Citizens wants documentation of how much life remains.
Of Holiday's 13,240 housing units, 16.4 percent are mobile homes. Those follow the HUD code, not the Florida Building Code's March 1, 2002 line, so ask the county which rules apply to yours.
Permit steps
Permit and inspections for a Holiday re-roof
Holiday is an unincorporated community, not a city, so there is no Holiday building department. Your re-roof application goes to Pasco County Building Construction Services. Confirm current forms and requirements with that office before work starts.
The permit card warns that skipping the Notice of Commencement could mean paying twice. Write it down and keep a copy posted at the site ahead of the first inspection. A permit also lapses if work does not start within 6 months of issuance, or stops for 6 months.
Roofing work covers required deck attachment and any repair of wood sheathing found during the job. On a 1977-era house, plan on the deck being checked once the old covering is off.
Code trigger
The 25 percent rule on older Holiday roofs
The code bars repairing, replacing or recovering more than 25 percent of a roof in any 12-month period unless the whole roof or roof section is replaced. The exception applies only if that roof itself was built, repaired or replaced under the 2007 Florida Building Code or later. A roof original to a 1977 house will not qualify.
Applications submitted on or after December 31, 2026 must meet the Ninth Edition of the code. Ask the county which edition applies to your submission date.
Questions
Roof replacement in Holiday: questions
How old are the roofs on Holiday homes likely to be?
Many are likely old. The median Holiday home was built in 1977, and 63.7 percent were built before 1980, versus 28 percent countywide. That suggests many original or second-generation roofs are near or past 25 years. The year built describes the house, not the roof, so check your own permit records with Pasco County Building Construction Services.

Who issues a roof replacement permit in Holiday?
Pasco County Building Construction Services. Holiday is an unincorporated census-designated place with 24,939 people in 2020, so there is no city building department. Confirm current application requirements with the county office before work begins.

Does the 25 percent rule force a full re-roof on my Holiday home?
It can. If you redo more than 25 percent of the roof in 12 months, the whole roof or roof section must be replaced. The exception covers only roofs built or replaced to the 2007 Florida Building Code or later. With a median build year of 1977, most Holiday roofs need that proof.

Can my insurer require a new roof because it is 15 years old?
Not on age alone. For a roof 15 years or older, the insurer must allow an authorized inspection at your expense before requiring replacement. Where the finding shows at least 5 years of useful life left, age alone cannot be the insurer's reason to refuse or non-renew. Check your policy with your insurer or agent.
