Commercial roofs ยท Holiday
Commercial roofing in Holiday, FL
Holiday has about 13,240 housing units, and 64 percent of them went up before 1980. Most commercial roof work here is on older apartment buildings and similar multi-unit property. Permits come from Pasco County Building Construction Services, because Holiday is not a city with its own building office.

Our workBuilding stock
Older multi-unit buildings and what they need
Holiday's median year built is 1977, and 15 percent of units are seasonal or occasional-use homes, against 7 percent for Pasco County. A vacant unit with a slow leak can run for weeks before anyone sees it. Property managers should schedule roof walks around those empty periods.
A lightning-caused fire hit an apartment complex in Holiday on 2025-08-07. After any roof fire, the deck below the membrane needs checking. Under the Florida Building Code, a new system may not go over water-soaked or deteriorated sheathing, and a roof already carrying two or more coverings must be torn off to the deck.
Holiday sits in Pasco County, where the High-Velocity Hurricane Zone does not apply. Only Miami-Dade and Broward fall inside that zone. Here you follow the standard code, and a roof edge system on a low-slope roof still has to be tested to ANSI/SPRI ES-1 or RAS 111.
Flat roof design
Low-slope systems, drainage and ponding
New low-slope roofs need a minimum design slope of one-fourth unit in 12. Built-up, modified bitumen, single-ply, spray foam and liquid-applied systems are all subject to it. Hurricane Eta in 2020 put 5.05 inches of rain on Holiday, the highest total in Pasco County, and flat roofs without enough slope hold that water.
Ask every bidder how the roof drains. The code defines positive drainage as water gone within 48 hours of rain. Where drains are required and parapets trap water, secondary overflow drains or scuppers must be provided.
For TPO, the sheet must meet ASTM D6878. For modified bitumen, the listed ASTM standards include D6162 through D6164. A bid should name the standard and the product approval, not just a brand.
Permits and bids
Permits and comparing bids in Holiday
Pasco County Building Construction Services handles the permit. The 25 percent rule applies: if more than 25 percent of a roof section is repaired or replaced in 12 months, the whole section must be brought to current code. The exception covers only a roof built or redone under the 2007 code or later.
If work has not begun within 6 months, the permit lapses. Pasco County saw Hurricane Irma damage in 2017, so owners with older buildings should plan work well ahead of storm season, not in a rush after one.
- Written product approval numbers from the Florida Building Commission search
- The permit applicant's name and contractor license, checked by you
- The first inspection must be preceded by a recorded Notice of Commencement
- A tear-off or recover decision tied to the code limits above
Questions
Commercial roofing in Holiday: questions
What is the 25% roof rule in Florida?
If more than 25 percent of a roof section is repaired, replaced or recovered in any 12-month period, the entire roof section must be brought to current code. Roofs that were built, repaired or replaced under the 2007 Florida Building Code or a later edition qualify for an exception. For a 1977-median area like Holiday, where 64 percent of units predate 1980, many buildings will likely face the full rule. Confirm details with Pasco County Building Construction Services.

Who issues commercial roof permits in Holiday?
Pasco County Building Construction Services. Holiday is an unincorporated census-designated place, so no city building department exists. A permit stops being valid when 6 months pass after issuance without work starting, or when work halts for 6 months. Before the first inspection takes place, get the Notice of Commencement recorded.

Does Holiday fall in the High-Velocity Hurricane Zone?
No. Broward and Miami-Dade counties are the only two that make up that zone. Holiday is in Pasco County and follows the standard Florida Building Code. The 2023 edition took effect December 31, 2023, and the Ninth Edition applies to permit applications on or after December 31, 2026.

Can a new flat roof go over my old one?
Sometimes, but not if the old roof is water soaked, or already has two or more coverings, or if blisters are uncut. Then a full tear-off to the deck is required. Holiday's older stock, with a 1977 median build year, makes a deck check before any recover important.
