What the 15-year rule means for a Holiday roof

Holiday's median home was built in 1977, so many of these roofs have probably been replaced at least once. Whatever the age, Fla. Stat. 627.7011(5) sets a line at 15 years. Below it, an insurer may not refuse to issue or renew your policy solely because of roof age.

At 15 years or older, the insurer must let you hire an authorized inspector at your own expense. A finding of 5 or more years of useful life left protects you: the insurer may not refuse or non-renew over age alone. Authorized inspectors include roofing contractors, licensed home inspectors, engineers and architects the insurer accepts.

This section does not apply to mobile home policies, according to Senate staff. With 16.4 percent of Holiday units being mobile homes, ask your insurer or agent which rules govern your policy.

Inspection scope

What a roof inspection checks

On the 4-point form, the roof section notes the material, the roof's age, its remaining life, the last permit date, and any partial replacement with the percentage done. Citizens requires that inspection for properties more than 20 years old, and 63.7 percent of Holiday homes are older than that.

  • Cracking, curling, cupping and heavy granule loss on shingles
  • Exposed felt or asphalt, and missing or loose tabs
  • Soft spots in the decking
  • Leaks seen in the attic or on interior ceilings

Citizens asks for documented proof of at least five years of remaining life on shingle roofs older than 25 years. Metal and tile count as hard roofs, with the line at 50 years.

Timing

When to order an inspection in Holiday

Order one before you buy or sell, or when your insurer sends a letter about roof age. Residents 65 and older are 21.4 percent of the town, and many are on policies that renew every year. A written inspection in hand answers the insurer's question faster.

Order one after a storm too. Hurricane Eta in 2020 put 5.05 inches of rain on Holiday, the highest total in Pasco County. Hurricane Ian's damage in Pasco was described as mostly minor and limited to shingles and downed trees, which an inspection can find.

If repairs are needed, Holiday is unincorporated, so permits come from Pasco County Building Construction Services. Under the 25 percent rule, repairing more than 25 percent of a roof section in 12 months can require replacing the whole section, unless the roof was built or redone to the 2007 Florida Building Code or later.

How old is too old for a roof in Holiday?

There is no single cutoff. Florida law marks 15 years: an insurer may not refuse to issue or renew solely over age for a younger roof, and for an older one it must let you get an inspection. Citizens uses 25 years for shingle and 50 years for hard roofs. With 63.7 percent of Holiday homes built before 1980, many roofs here have likely been replaced already, so check your own roof's date.

Who can inspect my roof for my insurer?

An authorized inspector that your insurer accepts. That can be a roofing or general contractor, a licensed home inspector, a building code inspector, an engineer or an architect. For a roof 15 years or older, you pay for the inspection. Your insurer or agent can confirm who it accepts. Holiday has 6,756 owner-occupied homes, so many owners face this choice.

Does a Holiday mobile home need the same roof inspection?

Not necessarily. Mobile homes are 16.4 percent of Holiday housing units, and Senate staff note the 15-year roof rule does not apply to mobile home policies. Citizens still requires a 4-point inspection for mobile home applications on properties more than 20 years old. Ask your insurer which form it wants before you hire anyone.

Do I need a permit for roof work after an inspection in Holiday?

Holiday is an unincorporated census-designated place, so roof permits go through Pasco County Building Construction Services. Confirm with that office whether your repair needs one. The 25 percent rule applies to repairs, and a roof built or replaced under the 2007 Florida Building Code or later may qualify for the exception.
