What is the 25% roof rule in Florida?

The 25 percent rule limits how much of a roof can be repaired or replaced in a 12-month period without redoing the whole roof covering. The current code text says no more than 25 percent of the total roof area can be repaired, replaced or recovered in any 12-month period unless the entire roof system is replaced. In Ocoee, the City of Ocoee Building Division enforces this under the Florida Building Code. Confirm with that office how the rule applies to your roof before you plan the work.

What is the new law in Florida about roofs?

The Florida Building Code's Ninth Edition, the 2026 edition, becomes effective on December 31, 2026. All permit applications and plans submitted on or after that date must comply with the new edition. December 31, 2023 is the date the Eighth Edition came into force. Ocoee homeowners planning a roof job near the end of 2026 should check with the City of Ocoee Building Division which edition applies to their permit.
