Florida's low-slope rules set a minimum design slope of one-fourth unit in 12 for built-up, modified bitumen, single-ply, spray foam and liquid-applied roofs. Ocoee gets a lot of summer rain, about 23 inches from June through August by the 1991 to 2020 normals at Orlando International, so standing water is a real risk on a flat roof here.
Ask each bidder to show how the new roof drains within 48 hours of rain and where the emergency overflow drains or scuppers go. The code calls for secondary drains where water could be trapped if the primary drains back up.

Compare the drainage design, the permit path, the membrane standard and the roof area being touched before you weigh any bid. Ask whether each bid assumes the 25 percent rule and who handles the permit. A low price that skips drainage or permit steps often costs more later.
