How old are Oakland roofs?
Oakland is newer than most of Orange County. Median build year here is 2009, against 1994 countywide, and 47.5 percent of homes went up in 2010 or later. Homes from before 1980 are a small slice at 8.6 percent. That suggests many original roofs are well under 25 years old, though homes from the early 2000s may be nearing the 15-year line or already past it.
Age still matters for insurance. Once a roof reaches 15 years, the insurer must let you hire an authorized inspector, paid by you, before it can act on age alone. If that report shows 5 or more years of useful life left, the insurer may not refuse or non-renew solely for the roof's age. That right belongs to you.
With 82.9 percent of occupied homes owner-occupied, most roofs in town belong to the people living under them. That makes the inspection report a document you will likely keep and hand to an insurer or a future buyer.

What a roof inspection checks
An inspection follows the items the insurer forms ask about: covering material, roof age, remaining useful life, permit history, overall condition and leaks. The 4-point form's roof section records the date of the last roofing permit, whether the roof was fully or partly replaced, and the percentage replaced. Photos of each slope are included.
- Cracking, cupping or curling shingles
- Look for spots where the granules have worn off and left bare asphalt or exposed felt behind.
- Missing, loose or cracked tabs or tiles
- Soft spots in decking
- Water that shows up in the attic or as stains on ceilings inside the house counts as a visible leak.
A wind mitigation inspection is a separate check. It records attic details you cannot see from the ground, such as roof deck attachment and roof-to-wall connections. Its form, OIR-B1-1802 (Rev. 04/26), stays valid for up to five years unless the structure changes materially.
Timing
When to order one in Oakland
Order an inspection when you are buying or selling, when an insurer letter mentions roof age, and after a storm. Orange County saw peak gusts of 69 knots at Orlando International in Hurricane Irma, and falling branches caused most of the damage in Hurricane Matthew. After a storm, have a roofer check the roof from a ladder only if you must. One Orange County death after Hurricane Ian came from a fall while clearing roof debris.
If you plan to repair or replace, Oakland's Building & Permit Department is contracted to Willdan Engineering and works under the 8th Edition (2023) Florida Building Code. Call the town's permit desk to learn what paperwork a roof job needs. A roof built or replaced under the 2007 code or later may qualify for the exception to the 25 percent rule, so the inspection date and permit record matter.

Do I need a roof inspection to renew my Oakland homeowner policy?
Not automatically. Florida law bars an insurer from refusing to issue or renew a policy solely because a roof is under 15 years old. It records covering material, roof age, remaining useful life, the date of the last roofing permit, full or partial replacement and percent replaced, overall condition and a damage list. Citizens asks for a 4-point inspection when a property is more than 20 years old. In Oakland only 8.6 percent of homes were built before 1980, so many homes may not need one unless an insurer asks.

Who can inspect my roof for an insurer?
The inspector must be accepted by the insurer. The state's list includes a licensed home inspector, building code inspector, roofing or general contractor, professional engineer or architect. A contractor, building code inspector or Florida-licensed home inspector must sign the Citizens roof form, and photos of each slope go with it. In Orange County, permits and inspection requests go through the Fast Track portal. Confirm your insurer's accepted list before you book.

Does Oakland's code affect when I should inspect before a repair?
Yes. Oakland's permit office works under the 8th Edition (2023) Florida Building Code. The 25 percent rule limits repairs to a quarter of the roof in 12 months unless the whole roof is replaced, with an exception for roofs built or replaced under the 2007 code or later.
