Code and permits

Oakland roofs fall under whichever building code edition is currently adopted

Oakland's Building and Permit Department works under the 8th Edition (2023) Florida Building Code, which took effect December 31, 2023. The town contracts its plan review to Willdan Engineering, so your roof permit goes through that office.

If you file for a permit on or after December 31, 2026, the Ninth Edition governs your project. If your Oakland build is still in design, ask the permit office which edition your application will be reviewed under before the drawings are final.

Inspections

Deck, underlayment and the inspection order

A new roof here is inspected in a set order. The roof sheathing must be fastened and the dry-in inspection passed before the roof covering goes on. Ring shank nails are the required fastener for roof sheathing, so check the sheathing crew's nail type before the framing inspection.

  • Schedule the framing check once the roof trusses and bracing have been installed.
  • Sheathing or dry-in inspection once all roof sheathing and fasteners are complete.
  • The roofing check looks at dry-in, insulation, the roof covering, and flashing.
  • Final inspection after the roof is finished.

Underlayment has three approved paths. You can cover the whole deck with self-adhering membrane, tape the deck joints with a membrane strip and then add an approved underlayment, or lay two layers of felt with cap nails. Your roofer should name which path the permit uses.

Products and contractors

Who may install your roof, and which products must carry approval first

Every roofing product sold in the state needs approval before it can be installed. Check the Florida Building Commission product approval search by FL number before you accept any product, and make sure the approval number appears on your permit paperwork.

If you are a general contractor building your own new home, you may lay asphalt shingles yourself. Tile, metal, and membrane systems have to be installed by a certified or registered roofing contractor. A general contractor that is not certified as a roofer may not advertise itself as one.

Does my new roof need gutters and downspouts?

Yes, provided the eaves extend out less than 6 inches. The code requires gutters with downspouts on those buildings, except at gable end rakes or on a roof above another roof. Route downspouts to end at least 1 foot away from the sidewall, using underground piping, tail extensions, or splash blocks. Many homes in this area were built around 2009, and gutters on those older roofs often need replacing along with the roof itself, so check their condition before the new installation.
