Re-roofing a late-1990s house in Silver Springs Shores
Section 553.844(3) told the Florida Building Commission to adopt rules, by October 1, 2007, that make both items part of a roof replacement on a site-built single-family home. On a wood-decked house the residential code sends the deck to the re-nailing table in R908.7.1 and requires a secondary water barrier under R908.7.2. Where staples or 6d nails hold the deck, the added fasteners are ring-shank nails at least 2-1/4 inches long.
Those upgrades also show up on the state's wind mitigation form, which insurers use to set wind credits. The form grades deck attachment from A, staples or 6d nails at 6 inches on the edges and 12 in the field, through C, 8d nails no more than 6 inches apart in the field. It counts a sealed roof deck only when it is a fully adhered membrane, taped deck seams under felt or synthetic, a double layer of underlayment, or foam at the joints; standard underlayment or hot-mopped felt does not qualify.
Some roofs have to come all the way off first. The code bars a new covering over the old one when the existing roof is water-soaked or worn past use as a base, when it already has two or more layers, or when it is tile, slate or wood shake.

Marion County's permit and the 2009 dividing line
For a Silver Springs Shores house, the permit comes from Marion County Building Safety. Reroofs need no plan review, but the county's inspector sees the roof twice: once with the deck and fasteners exposed, often at dry-in, and once when the covering and flashing are done.

Is there help paying for a roof in Silver Springs Shores?
The state's My Safe Florida Home program is the one to look at. Section 215.5586 limits its inspections to site-built, owner-occupied single-family homes with a homestead exemption, and its matching grants carry conditions, including a build date before 2008, toward roof-deck attachment, a secondary water barrier, roof-to-wall connections and a new roof covering. Many houses in The Shores fit the profile: owners occupy 78.5 percent of homes and the median house dates to 1997. The statute says the program creates no entitlement, and the program's site gave no word in October 2026 on whether applications were open.

Can I switch to a metal roof when I re-roof in Silver Springs Shores?
Yes, if the panels carry Florida product approval and the county permits the change. State law requires statewide approval for roofing products, and the Florida Building Commission's search looks one up by its FL number. On the insurance side, Citizens treats metal as a hard roof with a 50-year age line instead of 25. FEMA found after Hurricane Michael that metal coverings appeared to perform better than other coverings on buildings built to the Florida code, though published life spans vary widely by source. Bring the FL number to Marion County Building Safety with the permit.
