Building new in Ocala: the code clock and the inspections

The 2023 Florida Building Code, 8th edition, has applied to new permits since December 31, 2023, and the 9th edition replaces it for applications filed from December 31, 2026. Only 3,018 of Ocala's 30,387 homes were built in 2010 or later, so a new house here usually goes up beside neighbors framed under far older rules. Inside city limits, the permit runs through the City of Ocala Growth Management department's Building division; outside them, ask Marion County Building Safety.

The code sets the order of inspections: foundation, framing with trusses and connectors, sheathing, exterior wall coverings and soffits, roofing, then final. The sheathing check can happen as part of a dry-in inspection, once the roof and wall sheathing and fasteners are complete. For shingle and metal roofs, dry-in means one of three underlayment methods: a fully adhered membrane over the whole deck, a taped seam over every deck joint under underlayment, or two layers of felt-type underlayment fastened 12 inches apart in the field and 6 at the laps.

If your lot sits inside the Historic District, designated in 1984, ask the city about design review before the roof plans are final.

Who may roof a new Ocala house, and the builder's duty

Under Fla. Stat. 489.113(3), the general contractor building your Ocala house hands the roof to a roofing contractor unless its own credentials include a roofing certificate or registration. The one carve-out lets that contractor install asphalt, fiberglass or wood shingles itself on a new building of its own construction; tile, metal and membrane roofs go to a roofing contractor. A general contractor may not advertise as a roofing contractor without that roofing certificate or registration.

Since July 1, 2025, Fla. Stat. 553.837 has required a builder to warrant a new home for 1 year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. Wear and tear, settling, damage the owner causes and natural disasters fall outside it. That duty belongs to the builder; the statute says nothing about a roofer's own terms.

Does Florida's new-home warranty law cover the roof on my new Ocala house?

It covers roof defects that amount to a material violation of the building code, for 1 year. Fla. Stat. 553.837 requires the builder to warrant a newly built home against defects in equipment, material or workmanship that result in a material code violation, for 1 year from the first owner's closing or move-in, whichever comes first. It excludes wear and tear, settling, owner-caused damage and natural disasters. Inspection records for new homes inside city limits sit with the City of Ocala Growth Management department's Building division, and they help if a code question comes up later.

Can a private provider inspect a new home's roof in Ocala?

Yes, Florida allows it. Under Fla. Stat. 553.791, the owner of a building, or the owner's contractor with written authorization, may choose a private provider for plan review or building code inspections at any time. A private provider must be a building code administrator, engineer or architect holding a Florida license. The roof still gets its sheathing and roofing inspections; only the inspector changes. Ask the City of Ocala Growth Management department's Building division how it wants to be notified before the first inspection.

Is it worth building a new Ocala roof above the code minimum?

It can be, especially for the deck and underlayment, which are only exposed again at a re-roof. IBHS's voluntary FORTIFIED Roof standard calls for ring-shank nails in an enhanced pattern, and IBHS says ring-shank nails nearly double a roof's strength against wind. FEMA found after Hurricane Michael that a sealed roof deck can significantly cut water entry when the covering is lost. Ocala is inland, and its station logged a 36-knot gust in Nicole, but a sealed deck also earns its place in rain like Irma's 8.63 inches. Ask your insurer which features earn a wind credit.
