Commercial roofing in Ocala covers the low-slope roofs on rental, association and business buildings, the code's drainage and edge rules, and the condo reserve-study law.

Low-slope roofs under Ocala's summer rain

Water is the first test for a low-slope roof here. The Ocala station's normals add up to 51.64 inches of rain a year, with 21.42 inches between June and August. Florida's building code sets a minimum design slope of one-quarter inch per foot for built-up, modified bitumen, single-ply and other low-slope systems, and defines positive drainage as a roof that drains within 48 hours of rain. Where a parapet would trap water if the main drains back up, the code requires secondary overflow drains or scuppers.

Ocala is outside the High-Velocity Hurricane Zone, which the code limits to Broward and Miami-Dade, but wind rules still apply. Roof decks and coverings must be designed for the code's Chapter 16 wind loads, and metal edge systems on built-up, modified bitumen and single-ply roofs must pass the RE-1, RE-2 and RE-3 tests of ANSI/SPRI ES-1 or RAS 111. Nicole brought a 36-knot gust to the Ocala station in 2022.

Recover or tear off depends on what is already up there. The code bars a recover when the existing roof is water-soaked or too deteriorated to serve as a base, when it already has two or more roofs, or when blisters are left unsecured. A moisture survey checked by core cuts usually settles the wet-insulation question. If the existing roof predates the 2007 code, the 25% repair cap applies to commercial roofs too.

Condominium associations have a statute to track. Under Fla. Stat. 718.112(2)(g), a residential condo building three or more habitable stories tall needs a structural integrity reserve study at least every 10 years, and the roof is the first item it covers, with an estimate of remaining useful life. NRCA recommends inspecting low-slope roofs in the fall and spring, which also builds a record for the next study.

Commercial permits inside city limits go through the City of Ocala Growth Management department's Building division; outside them, ask Marion County Building Safety. Before the first inspection, a recorded Notice of Commencement must be posted on the job site, and the permit card warns that skipping it can mean paying twice for the work. If a rooftop unit is replaced or moved during the reroof and does not meet code, it must be brought up to code.

How long can water stand on a flat roof in Ocala?

No more than 48 hours after rain, under the code's definition of positive drainage. Florida's building code defines it as a roof that drains within 48 hours of precipitation, and NRCA uses the same 48-hour line, measured in conditions that allow drying. In an Ocala summer, when the station averages 21.42 inches of rain over three months, a puddle that lingers may never get the dry spell it needs. If a coating is part of the plan, it should be rated for any ponding that remains after the drains and slope are fixed.

Can a coating stop the leaks on my Ocala building's flat roof?

Sometimes, but a coating sold to stop leaks counts as roofing work in Florida, and it cannot fix a wet roof. State law puts coatings represented to protect, repair, waterproof or stop leaks inside a roofing contractor's scope, and a water-soaked roof is not a sound base for a recover. The code also ties coatings to named ASTM standards, from acrylic D6083 to silicone D6694. With 51.64 inches of rain a year at the Ocala station, a moisture survey before coating is worth the time.

Does an Ocala commercial re-roof need plan review?

Usually not. The building code's list of work exempt from plan examination includes reroofs, so a like-for-like commercial re-roof in Ocala goes to permit and inspection without a full plan review. New roof structures, added rooftop equipment or a change of system may be handled differently, so ask the City of Ocala Growth Management department's Building division. Once issued, a permit lapses if work does not start within 6 months, and work stays active only if it passes an inspection within 180 days.
