Inside city limits, those inspections come from the City of Dunnellon Community Development department, per the search-index text of the city's page. Florida also lets an owner, or the owner's contractor with written permission, hire a private provider for plans review or inspections (section 553.791). If the lot is in the Historic District, ask about a certificate of appropriateness before the design is final.

Growth is hard to read here. The city's population estimate of 2,216 sits above the 1,928 counted in 2020, but the estimate's margin of error, 379, is too wide to call that growth.

Code details

Nails, dry-in and drip edge on a new Dunnellon home

Roof sheathing on a new home is fastened with ring-shank nails, ASTM F1667 RSRS-03 in most cases (R803.2.3.1). Shingle and metal roofs then get one of three dry-in methods: a fully adhered membrane over the whole deck, taped deck joints under an approved underlayment, or two layers of felt-type underlayment nailed on a tight pattern (R905.1.1.1). Drip edge goes over the underlayment at eaves and gables, nailed no more than 12 inches apart, and 4 inches apart where the design wind speed or the roof height calls for it.

Who installs it matters too. A general contractor may lay asphalt or fiberglass shingles itself only on a new building of its own construction; tile, metal and membrane roofs go to a roofing contractor (section 489.113(3)).

Once the house is sold, a builder duty that began July 1, 2025 applies: for one year, section 553.837 covers builder-furnished equipment, material or workmanship defects that materially violate the code. Normal wear, settling, owner damage and natural disasters are excluded.

Which code edition will a new Dunnellon home be built to?

It depends on the permit application date. The 2023 Florida Building Code, Eighth Edition, took effect December 31, 2023, and the Ninth Edition takes over for every permit application and plan submitted on or after December 31, 2026. For a lot inside Dunnellon city limits, that filing goes to the City of Dunnellon Community Development department. Only 138 of the city's 1,630 homes date from 2010 on, so most neighbors of a new house were built under older rules.

Can a Dunnellon builder install the roof on its own new home?

Shingles are the one exception. Section 489.113(3)(b) lets a general, building or residential contractor install asphalt or fiberglass shingles, or wood shingles and shakes, on a new building of its own construction. Tile, metal and membrane roofs go to a contractor holding a roofing certificate or registration, and a general contractor who qualified after 1973 may not advertise as a roofer without one. With only 8.5 percent of Dunnellon homes built in 2010 or later, new houses here are few, and each permit names who does the roofing.

Does a new Dunnellon house need gutters?

Only if the eaves are short. Florida's residential code requires gutters and downspouts on buildings whose eaves project less than 6 inches, except at gable-end rakes or a roof above another roof (R318.5). When they are installed, downspouts must empty at least a foot from the wall, a rule that sits in the code's termite-protection section. With Marion County's Ocala station averaging 51.64 inches of rain a year, whether to add gutters on deeper eaves is a design choice worth making on purpose.
