The latest survey points the same way. The Census Bureau's 2020-2024 estimate is 28,537 residents, and even at the low end of its margin of error, 2,464, it sits above the 2020 count. About 1,880 of the community's 11,066 housing units were built in 2010 or later.
New homes here are permitted and inspected through Marion County Building Safety. The Eighth Edition of the Florida Building Code has applied since December 31, 2023, and a permit becomes void if work does not start within six months of issue. Applications submitted on or after December 31, 2026 move to the Ninth Edition.
Owners and their contractors may also choose a private provider for plan review or inspections under section 553.791, as long as the provider is a building code administrator, engineer or architect with a Florida license; the roof still gets its sheathing and roofing inspections.

Dry-in on a shingle or metal roof takes one of three forms under the residential code: a self-adhering polymer-modified bitumen membrane over the whole deck; a 3-3/4-inch strip of membrane or tape on every deck joint with underlayment over it; or two layers of felt-type underlayment, cap-nailed 12 inches apart in the field and 6 at the laps.
Tile follows its own manual. New tile roofs go on per the maker's instructions or the FRSA/TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual, Seventh Edition, and only over solid sheathing unless the system is tested otherwise.
Soffits are a known weak point in storms. FEMA's Hurricane Michael advisory traced costly wind-driven rain damage to soffits, and since the 2007 code they must resist the same wind loads as walls; the panels should be fastened at both the wall and the fascia.

Only if its eaves overhang less than 6 inches. The residential code requires gutters and downspouts on any building with eaves that short, except at gable-end rakes or where a roof sits above another roof, and wherever downspouts are used, they must discharge at least 1 foot from the wall. Designing a deeper overhang avoids the requirement, but the rain does not change: a 10-year, five-minute burst here runs at 9.73 inches an hour.

Who answers for a roof defect in a new Silver Springs Shores home?
The builder, for the first year, if the defect is a material violation of the Florida Building Code. Section 553.837 has required builders since July 1, 2025 to stand behind new homes against defects in the equipment, material or workmanship they furnished, starting at the first owner's closing or move-in, whichever comes first. Normal wear, settling, owner-caused damage and acts of God are excluded. Here, 17 percent of homes were built in 2010 or later; if yours is one of the newest, note the closing date, because the one-year clock starts there.

Can my builder roof the house itself in Silver Springs Shores?
Only a shingle roof, and only on a building of its own construction. Under section 489.113(3), a general, building or residential contractor must subcontract roofing unless it holds a roofing certificate or registration, with one carve-out for asphalt, fiberglass or wood shingles on its own new building. A tile, metal or membrane roof has to be installed by a roofing contractor. Ask who will hold the roofing permit with Marion County Building Safety before the contract is signed.
