The permit path for a new Clermont home
New homes inside the city are permitted, plan-reviewed and inspected by City of Clermont Building Services. South Lake is where Lake County's new building has clustered: median build years run 2010 in Groveland, 2007 in Minneola and 2006 in Clermont, against 1997 for the county as a whole.
The code sets the inspection order for the roof. After framing, the sheathing inspection checks the roof sheathing and its fasteners, usually as part of the dry-in. The roofing inspection then covers the dry-in, insulation, roof coverings and flashing, before the final. Under Fla. Stat. 553.791, the owner, or the owner's contractor with written authorization, may hire a private provider for plan review or inspections in place of the city's inspectors.

- Dry-in. FBC-Residential R905.1.1.1 allows three ways to underlay a shingle or metal roof: a full self-adhered membrane, a taped strip over every deck joint under the underlayment, or two layers of felt-type underlayment held with cap nails.
- Drip edge at eaves and gables, fastened at 12 inches on center, or 4 inches where the design wind speed or roof height calls for it.
- Soffits built to resist wall-level wind loads, a 2007 code change, fastened at the wall and at the fascia.
- Gutters with downspouts wherever the eaves project less than 6 inches, each downspout discharging at least 1 foot from the wall.
Buyers have a statutory backstop. Since July 1, 2025, Fla. Stat. 553.837 makes the builder warrant a new home for one year against defects that cause a material violation of the Florida Building Code. That duty is the builder's, it runs from closing or move-in, whichever comes first, and it excludes normal wear, settling and damage from natural disasters.

Who inspects the roof on a new house in Clermont?
Inside city limits, inspectors from City of Clermont Building Services, unless the owner chooses a private provider. Florida lets a property owner, or the owner's contractor with written authorization, use a private provider, meaning a building code administrator, engineer or architect holding a Florida license, for plan review or inspections. Either way the roof gets a sheathing inspection, normally with the dry-in, and a roofing inspection before the final. With 33.6% of Clermont homes built in 2010 or later, most of the city's newer roofs went through that same two-step check.

What code will a new Clermont house permitted in 2027 be built to?
It will be built to the Florida Building Code's 9th edition. It takes effect December 31, 2026, and every permit application and plan set submitted on or after that date must comply with it. Until then the 2023 code, 8th edition, in effect since December 31, 2023, applies. For a Clermont house the practical line is the application date at City of Clermont Building Services, not the start of construction, so plans submitted in mid-December 2026 and plans submitted in January 2027 follow different editions.

Does a new home in Clermont need gutters?
Only where the eaves are short. The Florida Building Code requires gutters with downspouts on buildings whose eaves project less than 6 inches, except at gable-end rakes or on a roof above another roof, and each downspout must discharge at least 1 foot from the wall. On a house with wider eaves gutters are optional under the code, and Clermont's rain is the argument for adding them: the NOAA normals station 9 miles south of town averages 50.64 inches a year.
