NOAA Atlas 14 puts a 10-year, five-minute downpour at the center of Tampa at 9.68 inches an hour, and Tampa International Airport's normal year brings 49.48 inches of rain. An older gutter-sizing table, built on records through 1978, listed Tampa at 8.3, so a gutter sized from it starts out short.

Sizing gutters for Tampa's five-minute storm

At the city's Census point, the 100-year version of the five-minute burst is 12.8 inches an hour, the 100-year, one-hour rate is 3.97, and a 10-year storm drops 6.28 inches in 24 hours. Across the ten Florida points pulled for our research, the same five-minute, 10-year rate runs from 8.71 inches an hour at Orlando to 11.3 at West Palm Beach, so Tampa sits mid-range.

About 61 percent of the airport's yearly rain falls from June through September, and the National Weather Service dates the rainy season for West Central Florida from May 25 to October 10. Debby dropped 10 to 15 inches locally near and south of Tampa Bay in August 2024, and Milton's rain two months later brought widespread urban flooding to the Tampa area.

Florida's residential code requires gutters and downspouts on houses whose eaves project less than 6 inches, except at gable rakes or a roof above another roof (R318.5). Wherever downspouts run, they must drop water at least a foot from the wall, through an underground pipe, an extension or a splash block.

Gutters and leaders must be metal or plastic rated for outdoor exposure, with lapped, soldered or caulked joints and corrosion-resistant fasteners compatible with the gutter metal (R903.4.2). With the city's borders taking in long stretches of Tampa Bay and Old Tampa Bay shoreline, one hanger maker's coastal advice applies: use its clip option and space hangers 16 inches apart instead of 24 for uplift.

Cleaning follows the trees: UF/IFAS puts pollen season from January to June, peaking in March and April, and pine needles fall hardest from September through November. Tower Hill, a Florida insurer, suggests at least two cleanings a year, more under overhanging branches.

Why do my Tampa gutters overflow in summer storms?

Usually they were sized or cleaned for gentler rain. NOAA Atlas 14 sets Tampa's 10-year, five-minute burst at 9.68 inches an hour, while an older sizing table built on records through 1978 used 8.3. At the newer rate, a gutter handles about 14 percent less roof than the old table credited it with. Add oak pollen and pine needles, and a June cell, when Tampa's wet season is underway, finds the weak run.

Where should downspouts drain on a Tampa house?

At least 1 foot from the wall, by the residential code's R318.5, through a buried pipe, a tail extension or a splash block. Farther is better where the yard allows, because Tampa's streets have flooded in recent storms: during Idalia in 2023 the City reported streets along the bay flooded and impassable. Point extensions away from the foundation and the neighbor's lot.

Do I need a permit to install gutters in Tampa?

Ask the City before you assume. The Florida Building Code requires a permit to construct, alter or repair a building, and leaves ordinary minor repairs without a permit to the building official's approval (FBC-B 105.1 and 105.2.2). Inside Tampa city limits, that official is in the City of Tampa's Construction Services, which can say whether a new gutter system on your house needs one.
