More than a third of Sarasota County's homes, 35.7%, were built before 1980, more than two decades before Florida's first statewide building code took effect on March 1, 2002. Roof replacement in Sarasota County, FL is when those houses meet today's rules at the deck: added nailing where old fasteners fall short, a sealed roof deck, and two inspections.

The short answer for Sarasota County

Roof replacement, as Florida's code defines it, means removing the old covering, repairing damaged decking and installing a new covering. With the deck exposed, the code requires deck fasteners to meet today's spacing and a secondary water barrier over the deck. The permit comes from Sarasota County or from North Port, Sarasota, Venice or Longboat Key, and the job gets two inspections.

Pre-1980 and pre-2000 homes meet today's deck rules

Sarasota County's median home dates to 1988, and 67.3% of homes were built before 2000, so a lot of decks here were first nailed off before the state wrote its re-roof rules. Those rules came in 2007, when Fla. Stat. 553.844(3) had the Florida Building Commission require a secondary water barrier and stronger roof-deck attachment whenever the roof of a site-built single-family home is replaced.

At the deck, the rule is specific. On plywood or OSB, existing staples or 6d nails at any spacing get supplemental ring-shank nails at no more than 6 inches on center, while 8d nails already at 6 inches or tighter need nothing added (FBC-R Table R908.7.1.2). The secondary water barrier can be a fully adhered ASTM D1970 membrane, taped deck joints under an approved underlayment, or two layers of felt-type underlayment (R905.1.1.1).

The wind mitigation form insurers use, OIR-B1-1802, grades how the deck is attached and asks whether the roof has a sealed deck, and it says plainly that standard underlayment or hot-mopped felt does not qualify.

Permits

Five permit offices and two inspections for a re-roof

Start with your address. Re-roofs inside North Port, the City of Sarasota, Venice or Longboat Key are permitted by that city or town; the rest of the county, from Englewood to Fruitville, goes to Sarasota County Planning and Development Services, Building. No plan review is needed (FBC-B 107), but the job gets a sheathing or dry-in inspection and then a roofing inspection of the dry-in, insulation, coverings and flashing (FBC-B 110.3). On county permits, Sarasota County offers VuSpex virtual inspections at its 'Dry in and flashing' and 'Roof in progress' stages.

Two clocks start once the permit is issued. Work has to begin within 6 months or the permit lapses (FBC-B 105.4.1). When the contract is above a threshold set in Fla. Stat. 713.135, a recorded Notice of Commencement must be posted on the job before the first inspection, and the permit card warns that skipping it can mean paying twice. On Longboat Key, add the FEMA Substantial Damage/Improvement form the Town now requires with every permit.

After 2024

Patched after Helene, Debby or Milton? The quarter-of-the-roof rule

Helene, Debby and Milton all reached Sarasota County in 2024, and plenty of roofs here came out of that year with patched sections. The code counts those patches. If more than 25% of a roof or roof section is repaired, replaced or recovered within 12 months, the entire roof or section has to be redone to the code in force (FBC-R R908.1.1).

Build year decides the exception. A roof built, repaired or replaced to the 2007 Florida Building Code or later, which took effect on March 1, 2009, needs only the repaired part done to current code, even past 25% (Fla. Stat. 553.844(5)). A house from the county's 1988 median year whose roof has not been fully replaced since March 2009 sits on the older side of that line. None of this decides what an insurer pays; it sets what the code requires.

Does a roof replacement need a permit in Sarasota County?

Yes. The Florida Building Code requires a permit to construct, alter or repair a building, and only ordinary minor repairs can go without one, with the building official's approval. In Sarasota County the permit comes from the office for your address: North Port, the City of Sarasota, Venice, Longboat Key, or Sarasota County Planning and Development Services, Building, for unincorporated areas. North Port adds that the HB 803 exemptions do not cover roofing. A re-roof skips plan review but still gets a sheathing or dry-in inspection and a roofing inspection.

Does a roof patched after Milton count as a newer roof?

Not for insurance age. Florida law counts a roof's age from the last date 100% of its surface was built or replaced; once partial replacements add up to the whole roof, the age runs from the first of them (Fla. Stat. 627.7011(5)(d)). A Sarasota County roof that lost shingles in Milton's 93-knot gusts and was patched keeps its original age. That matters for the 15-year roof rule and for Citizens, which wants proof of at least five more years of life on shingle roofs older than 25 years.

Does a Sarasota County re-roof have to include a sealed roof deck?

Yes. The code requires a secondary water barrier whenever the covering comes off a wood deck on an existing house, and the deck attachment must be brought up to the re-nailing table at the same time (FBC-R R908.7). That requirement dates to the 2007 rulemaking under Fla. Stat. 553.844(3), after much of the county was built: 67.3% of Sarasota County homes predate 2000. Choose among a fully adhered membrane, taped seams or a double underlayment layer; the wind mitigation form counts each as a sealed deck, but not plain felt alone.

Can I replace my own roof in Sarasota County?

Florida law allows it in limited cases. An owner acting as his or her own contractor, personally supervising the work, may improve a one- or two-family home for their own use, and may repair or replace asphalt or fiberglass shingles on a one-, two- or three-family home after damage from an event covered by a Governor's state-of-emergency order (Fla. Stat. 489.103(7)). The owner-builder still pulls the permit from the right office, whether Sarasota County Planning and Development Services or a city such as North Port or Venice, and passes the same two inspections.
