Most storm leaks on Florida roofs start where wind lifts the covering: hips, ridges, ridge vents, soffits and flashing. A repair can fix those as long as the work stays within 25% of the roof or section in 12 months, or the roof was built to the 2007 code or later. Small jobs skip a permit only with the building official's approval, so ask Sarasota County or your city first.

Hips, ridges and vents: where Sarasota County roofs give way
FEMA's team that studied Hurricane Ian found that damage to hips and ridges was the most common roof failure, on newer and older roofs alike, and that newer coverings generally held up better. The same report counted visible damage on 90% of asphalt shingle roofs older than seven years, a finding Florida's roofing contractors' association says needs context about installation quality and code era.
Water follows the wind in. FEMA names lost ridge vents as a way large openings in the deck appear, and soffits have a long record of failing in hurricanes; the 2007 code began requiring soffits to resist the same wind loads as walls. With a 1988 median build year, many Sarasota County soffits went up before that change.
Rain tests a roof differently. Milton brought a 79-knot sustained wind to Venice Beach, and Debby dropped 16.98 inches on Sarasota the same year. Long, wind-driven rain finds gaps at the spots where the code requires flashing: wall-to-roof intersections, changes in slope or direction, and roof openings (FBC-R R903.2.1).
Repair or replace
When a patch is allowed, and when it is not
Florida's code draws the line at a quarter of the roof. Repair, replace or recover more than 25% of a roof or roof section within 12 months, and the entire roof or section must meet the code in force (R908.1.1). Roofs built or replaced to the 2007 code or later are the exception, because only the repaired part has to meet current code (Fla. Stat. 553.844(5)). Ask when your roof was last fully replaced, since that date, not the house's build year, decides which side you are on.
Who does the work matters too. Florida exempts only casual, minor or inconsequential jobs below a set contract price from contractor licensing, and the exemption disappears when a larger job is split to fit under it (Fla. Stat. 489.103(9)). Small repairs may skip a permit only with the building official's approval, so ask the office for your address, whether Sarasota County or the building department in North Port, Sarasota, Venice or Longboat Key.
After a storm
The first days after a Gulf storm
Stay off a wet or damaged roof. Photograph what you can see from the ground and from inside the attic, including any ceiling stains, and keep the photos with their dates. Getting to the house may be the first problem: Ian's record Myakka River crest closed part of I-75 in southern Sarasota County, and Debby led to more than 500 high-water rescues.
If you plan to file with your insurer, the deadlines are set by statute: notice of a new or reopened property claim must reach the insurer within 1 year of the date of loss, and a supplemental claim within 18 months (Fla. Stat. 627.70132). Florida law bars roofing contractors from soliciting claims or advising on coverage (Fla. Stat. 489.147), so coverage questions belong with your insurer or agent.

Do small roof repairs need a permit in Sarasota County?
Sometimes not, but the building official makes that call. The Florida Building Code lets ordinary minor repairs go without a permit only with the official's approval, so check with the office for your address first: North Port, the City of Sarasota, Venice or Longboat Key inside those limits, or Sarasota County Planning and Development Services, Building, everywhere else. North Port says the HB 803 exemptions do not cover roofing because it is structural work. And once repairs pass 25% of a roof section in 12 months, the full code applies.

Can a cracked tile roof in Sarasota County be repaired instead of replaced?
Usually, yes. The tile industry says tile roofs are repairable in most cases, and when a profile is no longer made, tiles from a hidden slope can be moved to the street side and the hidden slope re-covered. Repairs still count toward the 25%-in-12-months limit, broken tile cannot be reinstalled, and new tile should not go over failing underlayment. Wind alone rarely breaks tile; in high wind, flying debris usually does, which is worth remembering after a storm like Milton, with its 93-knot gust at Venice Beach.

Why does my roof leak only in heavy Sarasota rain?
Because long, wind-driven rain reaches places an ordinary shower never tests. Leaks track the spots where the code requires flashing: wall-to-roof intersections, changes in slope or direction, and openings such as vents and skylights. Sarasota-Bradenton International Airport averages 49.05 inches of rain a year, about 60% of it from June through September, and Debby set Florida's highest storm total in 2024 with 16.98 inches in Sarasota. Granules collecting in gutters, cupped or curled shingles and stains around vent pipes are signs worth checking.

Can a handyman fix my roof in Sarasota County?
Only for very small jobs. Florida exempts work of a casual, minor or inconsequential nature below a set contract price from contractor licensing, but not when a larger job is split up to fit under it, and never for someone who advertises as a contractor (Fla. Stat. 489.103(9)). Beyond that line, roofing for pay is a roofing contractor's trade under Fla. Stat. 489.105(3)(e). Whether a given repair needs a permit is up to the office for your address, either Sarasota County Planning and Development Services or a city building department.
