Pre-1980 decks meet the re-nailing table

Tear the old covering off a house with a wood deck and Florida's residential code asks for two upgrades in the same job: deck attachment to R908.7.1 and a secondary water barrier under R908.7.2 (FBCR R908.7). Both come from Fla. Stat. 553.844(3).

The nailing table is where a 1970s deck shows its age. Staples or 6d nails, at any spacing, get supplemental ring-shank nails no more than 6 inches apart. Existing 8d nails at 6 inches or closer need nothing more (Table R908.7.1.2). Which row applies shows only once the deck is open, and the sheathing inspection checks it.

Every pre-1980 house in the city, and the 75.9% built before 2000, predates Florida's first statewide building code, which replaced local codes on March 1, 2002.

The 25% rule

Patch or full re-roof: the 2007 line

Patching has a ceiling in Florida: a quarter of a roof or roof section in any 12-month period. Past that, the code wants the whole section re-covered or replaced to current standards (FBCR R908.1.1).

The exception turns on the roof's era. If the roof was built, repaired or replaced to the 2007 Florida Building Code or later, only the part being redone must meet today's code, and no local ordinance may change that (Fla. Stat. 553.844(5)). The 2007 code took effect March 1, 2009, so find the permit date of your last re-roof.

Nothing in that rule obliges an insurer to pay for a full roof; ask your insurer or agent about coverage.

Permit and timing

City permit, then a weather window

A re-roof inside city limits is permitted by the City of Sarasota's Building & Permitting office, part of Development Services. Reroofs are exempt from plan review (FBC-B 107), so no drawings are needed, but dry-in, insulation, coverings and flashing are all inspected (FBC-B 110.3).

Weather sets the calendar. The National Weather Service dates Southwest Florida's rainy season from May 15 to October 15, and Milton made landfall on Siesta Key inside that window in 2024. A roof is most exposed between tear-off and dry-in, so keep that stage short and plan it around the forecast.

Does my 1970s Sarasota house need new roof decking?

Not always new decking, but always a checked deck. Florida's code defines roof replacement as removing the old covering, repairing any damaged substrate and installing the new one. On a wood deck it also requires the attachment to meet Table R908.7.1.2. With a 1976 median build year in Sarasota, expect the nailing to be checked closely, supplemental nails added where the table calls for them, and soft or damaged boards replaced as they are found.

Can new shingles go over my old roof in Sarasota?

The code lists when they cannot. FBCR R908.3 requires removing every existing layer when the old roof is water-soaked or too deteriorated to be a base, when it is wood shake, slate or tile, when it already carries two or more coverings, or when the new covering could not be fastened to code. In the 2023 code the re-cover sections read Reserved, so whether an overlay is accepted is a question for the City of Sarasota's Building & Permitting office.

Will a new roof change my Sarasota home insurance?

It changes the facts your insurer works from. A roof under 15 years old cannot be the sole reason an insurer refuses to write or renew a homeowner's policy (Fla. Stat. 627.7011(5)). A re-roof to current code also adds items the state wind mitigation form records, such as deck nailing and a sealed roof deck (OIR-B1-1802). What that means for your premium is a question for your insurer or agent. In Sarasota, where 75.9% of homes predate 2000, those forms come up often.
