Is your roof older than the 2007 code?
The 2007 Florida Building Code took effect on March 1, 2009, and North Port's housing straddles that date. Of the city's homes, 30.5% were built before 2000 and 27% in 2010 or later; the rest went up in the 2000s, around the 2005 median.
Which side a roof sits on changes a big repair. Redo more than 25% of a roof or roof section in 12 months and Florida's code calls for the whole section to be brought up to current code (FBCR R908.1.1). A roof built, repaired or replaced to the 2007 code or later escapes that, since only the redone part must comply (Fla. Stat. 553.844(5)). An original roof on a pre-2009 house does not.

Nails, seams and the barrier under the shingles
Strip a North Port roof to the wood and the code adds two items to the job: the deck's attachment is brought up to Table R908.7.1.2, and a secondary water barrier goes down before the new covering (FBCR R908.7).
The nailing table is specific. Plywood or OSB held by staples or 6d nails, or by 8d nails more than 6 inches apart, gets supplemental ring-shank nails so no spacing is wider than 6 inches. Only one existing pattern passes untouched: 8d nails at 6 inches or tighter. The sheathing inspection is where that gets checked.
The barrier earns its keep in a storm. FEMA's Hurricane Michael team found that a secondary roof seal can significantly reduce water getting through the roof when the shingles or tiles are lost, and the state's wind mitigation form records whether a deck is sealed (OIR-B1-1802).

For homes inside city limits, the re-roof permit comes from the City of North Port's Permitting office, which classifies roofing as structural work under the HB 803 exemption rules.
Time the tear-off for a dry spell. The National Weather Service dates Southwest Florida's rainy season from May 15 to October 15, and Ian and Debby both flooded the Myakka River. The hours between tear-off and dry-in are when a roof is most exposed.

Was my 2005 North Port roof built to the 2007 code?
Not if it is the original roof. The 2007 Florida Building Code took effect March 1, 2009, so a house built in 2005 was permitted under an earlier edition, the 2001 or the 2004 code. That matters for big repairs, because the exception in Fla. Stat. 553.844(5) covers only roofs built, repaired or replaced to the 2007 code or later. If the roof was replaced after March 1, 2009, ask the City of North Port's Permitting office for that permit's date.

How long does a North Port re-roof permit stay valid?
Six months to get started, then steady progress. Under FBC-B 105.4.1 a permit becomes invalid if work has not begun within 6 months of issue, or if work is suspended or abandoned for 6 months, and a job counts as in active progress when the permit has passed an inspection within 180 days. For homes inside the city, the City of North Port's Permitting office issues the permit and is the office to ask about its status.

Can I re-roof my own North Port house?
Florida allows it in two cases. An owner acting as his or her own contractor, and personally supervising the work, may improve a one- or two-family home for the owner's own use, which describes much of North Port, where 81% of homes are detached houses (Fla. Stat. 489.103(7)(a)1.). An owner may also repair or replace asphalt or fiberglass shingles on a one-, two- or three-family home after damage from an event under a Governor's state-of-emergency order (489.103(7)(a)2.). The permit still comes from the city, which treats roofing as structural work.
