Re-roofing under Venice Historic Precedent

The city's board oversees two Historic Architectural Control Districts, Historic Venice and Venetian Theme, and the John Nolen Plan of Venice Historic District is on the National Register. Inside the Historic Venice district the precedent style governs alterations, so a change of roof material or color there starts with the city's planning staff, not the supplier.

Outside those districts the choice is yours, within the Florida Building Code. Every roofing product still needs statewide product approval, and Florida bars marketing a product as hurricane or windstorm protection unless it is approved under the statute (Fla. Stat. 553.842).

The deck

What a 1980s deck needs at tear-off

41.7% of Venice's homes predate 1980 and 65.6% predate 2000, so most went up before Florida's first statewide code took effect on March 1, 2002. When their covering comes off, Florida requires the deck attachment brought up to R908.7.1 and a secondary water barrier installed (FBCR R908.7, R908.7.2).

That water barrier can take three code forms: a fully adhered ASTM D1970 membrane over the whole deck, taped deck joints under underlayment, or two lapped layers of felt-type underlayment (FBCR R905.1.1.1). The state wind mitigation form counts all three as a sealed roof deck, but not standard underlayment alone (OIR-B1-1802, Q8).

Near the coast, Florida also asks about roof-to-wall ties. In the wind-borne debris region, re-roofs on homes above a set value must improve roof-to-wall connections, but only where the gable ends or corners can be done for 15 percent of the re-roof cost (Fla. Stat. 553.844). That region covers lots within 1 mile of the coast where the design wind speed is 130 mph or more.

Permit

The city permit and a dry stretch

Inside city limits the re-roof permit comes from the City of Venice Building Department; South Venice and Laurel go to Sarasota County. No plan review is needed for a re-roof (FBC-B 107). The inspector checks sheathing and fasteners, then dry-in, insulation, coverings and flashing (FBC-B 110.3).

Plan the tear-off for a dry stretch. The National Weather Service dates Southwest Florida's rainy season May 15 to October 15, and Milton's surge ran 6 to 9 feet from Venice southward in October 2024.

Can I choose any roof color in the Venetian Theme district?

Ask the city before you order. Venetian Theme is one of two Historic Architectural Control Districts under the city's Historic and Architectural Preservation Board. The written rule we found covers the other district, Historic Venice, where the Venice Historic Precedent style sets materials, colors and finishes for all new construction and alterations. For a Venetian Theme address, take the material and the color to the city's planning staff and get the answer for that district before the re-roof is scheduled.

Does a 1980s Venice house need its roof deck re-nailed?

Only where its nails fall short of the table. Table R908.7.1.2 calls for supplemental ring-shank nails, no more than 6 inches apart, where a plywood or OSB deck is held by staples or 6d nails, or by 8d nails spaced wider than 6 inches. Decks already nailed with 8d nails at 6 inches or closer need nothing more. With a 1986 median build year in Venice, many decks predate the statewide code, so expect the nailing to be checked closely at the sheathing inspection.

Are hurricane straps required when I re-roof my Venice home?

Only in limited cases. Florida requires improved roof-to-wall connections at re-roof for site-built single-family homes in the wind-borne debris region above a set value, and even then only if the gable ends or corners can be done for 15 percent of the cost of the re-roof (Fla. Stat. 553.844). Gable ends come first on hip-and-gable houses, and corners under the longest spans get priority. Milton's 79-knot sustained wind at Venice Beach shows why the question matters here.
