Low-slope roofs need at least a quarter inch of slope per foot under Florida's code, and the roof must drain within 48 hours of rain. A recover is barred when the old roof is water-soaked or already has two coverings. Condo buildings three habitable stories or taller need a structural integrity reserve study every 10 years, and the roof is its first item.

Condo roofs and the structural integrity reserve study
With 20% of the county's homes in buildings of five or more units, a large share of roofs here belong to associations. Under Fla. Stat. 718.112(2)(g), a residential condominium association must have a structural integrity reserve study at least every 10 years for each building three habitable stories or taller. The study rests on a visual inspection, estimates each item's remaining useful life, and lists the roof first.
For a board, the roof's last full replacement date, its permit record and its condition are the facts that feed that estimate. Pull the permit history from the right office before the study begins: Sarasota County Planning and Development Services for unincorporated land, or the building department in North Port, Sarasota, Venice or Longboat Key.
Systems
Low-slope systems and the 48-hour drainage rule
Florida's code names the low-slope systems: built-up, modified bitumen, single-ply membranes such as TPO and EPDM, sprayed polyurethane foam and liquid-applied roofing. It sets a minimum design slope of one-quarter inch per foot (2%) for each of them (FBC-B 1507), and single-ply sheets must meet named ASTM standards, D6878 for TPO and D4637 for EPDM.
Water is the enemy on a flat roof in a county that averages 49.05 inches of rain a year at the Sarasota-Bradenton airport, about 60% of it from June through September. The code defines positive drainage as slope that clears the roof within 48 hours of rain. Storm drainage is sized on a 100-year hourly rainfall rate (FBC-P 1106.1), and NOAA Atlas 14's 100-year, 1-hour rate at its Sarasota point is 4.24 inches an hour. Where parapets would trap water, secondary drains or scuppers are required (FBC-B 1503.4.1).

Florida bars a recover, and requires a tear-off to the deck, when the existing roof is water-soaked or too deteriorated to serve as a base, when it already has two or more coverings, or when blisters are left uncut. In a year when Debby put 16.98 inches of rain on Sarasota and Helene's surge damaged coastal buildings, a moisture survey is the place to start: infrared can find wet areas, but core cuts confirm them.
A coating sold to stop leaks or extend a roof's life is roofing work under Fla. Stat. 489.105(3)(e), and the 25% repair rule and its 2007-code exception apply to commercial roofs too (FBC-B 1511.1.1). Inspections each spring and fall, the rhythm NRCA recommends, catch loose seams and worn flashing before the June-to-November hurricane season.

Does a Sarasota County condo need a roof study under the SIRS law?
Yes, if the building has three or more habitable stories. Under Fla. Stat. 718.112(2)(g), each such building needs a structural integrity reserve study at least once every 10 years, and the roof heads the list of items the study must cover. The study is based on a visual inspection and estimates each item's remaining useful life. How long can water sit on a flat roof in Sarasota County?
No more than 48 hours. Florida's building code defines positive roof drainage as slope that clears the roof within 48 hours of rain, and the national roofing contractors' association applies the same 48-hour test under drying conditions. Sarasota County's wet months make that hard on a sagging roof: about 60% of the year's 49.05 inches at the Sarasota-Bradenton airport falls from June through September. Water still standing after two days points to deflection, clogged drains or too little slope, and it is worth a survey before the next storm.

Can a new commercial roof go over the old one in Sarasota County?
Sometimes. Florida's code bars a recover, and requires tearing off to the deck, when the existing roof is water-soaked or deteriorated, when it already carries two or more coverings, when blisters are not cut and secured, or when the old covering cannot meet the attachment rules. One exception: a complete standing-seam metal system that transfers its loads to the structure can be installed over the old roof without a tear-off. After Debby's 16.98 inches and Helene's surge in 2024, confirm the old roof is dry with a moisture survey backed by core samples before planning a recover.

Who permits a commercial re-roof in Sarasota County?
The same offices that permit homes. Buildings inside North Port, the City of Sarasota, Venice or Longboat Key go to that city's or town's building department; everything else goes to Sarasota County Planning and Development Services, Building. A re-roof skips plan review, but the work gets a sheathing or dry-in inspection and a roofing inspection. Existing rooftop equipment has to be brought to code during a re-roof only when it is replaced or moved and does not comply (FBC-B 102.8). On Longboat Key, every permit also needs a FEMA Substantial Damage/Improvement form.
