Leave it out and the code warns you may pay twice for the improvements.
The code edition matters too. The Eighth Edition, the 2023 code, became effective December 31, 2023. The Ninth Edition takes effect December 31, 2026, and any permit application filed on or after that date must follow it.
25% rule
The 25% rule and your older roof
The code caps repairs, replacement or recovering at 25 percent of a roof or roof section in any 12-month period. Beyond that point, the covering on the entire roof system or section must be replaced or recovered. With so many pre-2000 homes in Palmer Ranch, a large repair on an original roof can push you into a full replacement.
An exception exists for newer work. A roof that was itself built, repaired or replaced to the 2007 code or later only needs the repaired portion to meet current code. A local government cannot amend that exception. Ask the county building office which code your earlier permit followed.
Roofing work also includes the deck. The state definition of roofing contractor covers required roof-deck attachments and replacement of wood roof sheathing found bad during the job. Your contract should say who handles deck nailing and any sheathing repair.

Does the 25% rule apply to my Palmer Ranch roof?
It can. The code allows no more than 25 percent of a roof or roof section to be repaired, replaced or recovered in any 12-month period without replacing the whole thing. Florida law gives you a route. Before an insurer requires replacement of a roof 15 years or older, you may have an authorized inspector examine it at your own expense. A report showing 5 or more years of useful life remaining stops the insurer from refusing or non-renewing solely over age.
