The Census Bureau counts 10,392 housing units here, and the median home dates to 1999. By our arithmetic, a 21.5 percent share built since 2010 is roughly 2,234 of those units. That is enough newer construction that builders and roofers here work to recent code editions, not older ones.
The Eighth Edition of the Florida Building Code took effect on December 31, 2023. Any permit application submitted on or after December 31, 2026 falls under the Ninth Edition. If your plans reach Sarasota County after that date, they face the newer book, so ask your builder which edition your submittal falls under.
Palmer Ranch was set up in December 1984 as a Development of Regional Impact on about 6,733 acres between Sarasota and Osprey. It is unincorporated, so Sarasota County Planning and Development Services issues the permit. Confirm current submittal steps with the building office, because the county's page could only be partly read.
What goes on
Deck, underlayment and product approval
When a new home gets its roof sheathing, the installer uses ring shank nails measuring 2 1/2 inches long and 0.131 inch thick. Before shingles, metal or similar coverings go on, the code gives three dry-in choices. One is a full self-adhering membrane. A second option covers each deck joint with a 3 3/4-inch strip, with underlayment laid on top. Option three calls for felt-type underlayment in two layers, fastened with cap nails at set spacing.
In Florida, any roofing product must carry statewide approval, since roofing is one of the mandatory product-approval categories. Your permit paperwork should list the approved products. Look any product up by its FL number in the Florida Building Commission search. Sarasota County, where Palmer Ranch sits, is outside the High-Velocity Hurricane Zone, a designation limited to Broward and Miami-Dade.
At eaves and gables, you lay shingle drip edge on top of the underlayment. Fastening is every 12 inches, tightened to every 4 inches where design wind speed is 110 mph or more. Tile on a new home follows the manufacturer's instructions or the FRSA/TRI Florida High Wind installation manual, over solid sheathing.
Inspections
Scheduling the roof with the build
The code lists inspections in a set order, and they proceed that way: foundation, framing, sheathing, exterior wall coverings, roofing, with the final coming last. The sheathing check can be a dry-in inspection or a separate one at your contractor's request. A roofing inspection looks at the dry-in, the roof coverings and the flashing. Sarasota County offers virtual inspections for re-roof permits through VuSpex, so ask whether your new-build roof qualifies.
Sarasota County received a 63-kt gust in Hurricane Hermine in 2016, so a dry-in that sits open between inspections is a real exposure. Book the sheathing and roofing inspections close together. Also, a permit lapses if work stops for 6 months or no approved inspection happens within 180 days.
On a new Palmer Ranch house, your builder may put on asphalt shingles with its own crew. Tile, metal and membrane work has to be subcontracted to a firm holding a roofing certificate or registration. Record the Notice of Commencement before the first inspection, since the code warns an owner can end up paying twice without it.

Which code edition applies to a new roof in Palmer Ranch?
It depends on the date your application reaches Sarasota County. The Eighth Edition, effective December 31, 2023, covers applications before December 31, 2026. On or after that date the Ninth Edition applies. Palmer Ranch is unincorporated, so Sarasota County Planning and Development Services handles the permit. Ask your builder to confirm the submittal date and edition with the building office.

Does a new Palmer Ranch home come with a builder warranty on the roof?
Since July 1, 2025, Florida law requires a builder to warrant a newly constructed home for 1 year against defects that cause a material Florida Building Code violation. Coverage leaves out normal wear and tear, defects the owner caused, and acts of God such as a natural disaster. Read your contract and ask the builder how a roof defect claim is made.

What underlayment does a new shingle roof need here?
The code allows three dry-in methods.
