Laurel's population went from 8,171 in 2010 to 12,186 in 2020, and its median home was built in 1983. Both numbers describe homes, not roofs. Even so, steady growth means new permit applications keep arriving, and each one is judged by the code edition in force on its filing date.
Plans filed with Sarasota County today fall under the Eighth Edition, the 2023 code that became effective at the end of 2023. A switch to the Ninth Edition comes with the last day of 2026. If your builder files on or after that day, the newer book governs your Laurel roof. Ask which edition the plans were drawn to.

Deck, underlayment and product approval
New-home roof sheathing has to be fastened with ring shank nails. The residential code calls for 2 1/2 inch by 0.131 inch nails with a 0.281 inch head. Inspectors check this before the roof is covered.

- Option two: a 3 3/4 inch strip of membrane or tape over every deck joint, then approved underlayment over the whole roof.
- Under option three, you lay two layers of felt-type underlayment, with nails 12 inches apart in the field and 6 inches apart along the laps.
Roofing products need statewide product approval, and the approval number goes on your permit paperwork. The Florida Building Commission product approval list can be searched by FL number or by manufacturer. Drip edge on shingle roofs goes over the underlayment, fastened at most 12 inches apart.
Inspection order
How the roof work lines up with the build schedule and the order of inspections
The code lists the inspections in this sequence: foundation, framing, sheathing, exterior wall coverings, roofing, then final. When the roofing inspection comes, the inspector checks the dry-in, the insulation, the coverings and the flashing. Sarasota County offers virtual inspections for re-roof permits through VuSpex, but confirm with the county whether that option reaches new construction.
Once 6 months pass after issuance without work starting, or work stops for 6 months, the permit lapses. Record the Notice of Commencement and post it on site before any inspector arrives. Laurel has water over 11.0 percent of its area, so ask your builder how the site stays dry between framing and dry-in.
Installing asphalt shingles on its own new building is the only case where a builder can do the work itself. Tile, metal and membrane roofs have to be installed by a roofing contractor who is certified or registered.
