Which code edition a new roof permit faces

Dated 2023, the Eighth Edition of the Florida Building Code took effect on December 31 of that year. The Ninth Edition follows on December 31, 2026, and it governs every application submitted on or after that date. A builder who files a Sarasota Springs permit in the last week of December 2026 should ask the county which book applies.

In Florida, every roofing product must pass mandatory statewide product approval. The approval number goes on the permit application, and the Florida Building Commission search finds it by FL number. The Miami-Dade NOA belongs to Broward and Miami-Dade, so Sarasota County builders should not expect it on a local permit.

Along eaves and gables, the metal drip edge is installed over the underlayment. Nails run no more than 12 inches apart, tightening to 4 inches where the design wind speed reaches 110 mph or the mean roof height tops 33 feet. Tile follows the FRSA/TRI Seventh Edition manual and sits only on solid sheathing.

On a new building of its own construction, a general contractor can lay asphalt shingles with its own crew. Tile, metal and membrane work must go to a certified or registered roofer, and a general contractor cannot advertise itself as one without that license.

Scheduling the roof around inspections

Section 110.3 puts the roofing inspection fifth of six, after foundation, framing, sheathing and exterior wall coverings, and before the final. That roofing visit looks at dry-in, insulation, coverings and flashing. Sarasota County runs virtual re-roof inspections through VuSpex, but ask the building office whether a new-home roof qualifies.

Six months of idle time after issuance voids a permit, so line up the roofing crew before you pull it. The owner may also hire a private provider for plans review or inspections under Fla. Stat. 553.791. A recorded Notice of Commencement must be posted before the first inspection.

Hermine's 63-kt gust at a Sarasota station in 2016 shows why inspectors look hard at decks and fasteners. For drainage, the code asks for gutters where eaves stick out under 6 inches, with downspouts ending a foot off the sidewall.

Since July 1, 2025, Fla. Stat. 553.837 requires a builder to warrant a newly constructed home for 1 year against defects in material or workmanship that cause a material Florida Building Code violation. Counting starts at title transfer or first occupancy, whichever happens first. Coverage does not extend to ordinary wear and tear, settling, defects the owner caused, or acts of God such as a natural disaster. Read your contract for details.

For new construction, the big change is the code edition. Permit applications submitted on or after December 31, 2026 must comply with the Ninth (2026) Edition, which becomes effective that day.
