Palmer Ranch was set up in December 1984 as a Development of Regional Impact, and about 6,733 acres now sit between Sarasota and Osprey. It is unincorporated, so Sarasota County Planning and Development Services handles roof permits. Confirm current submittal steps with that office, since the page we could read was only partly available.
Sarasota County offers virtual inspections for re-roof permits through VuSpex, covering the dry-in and flashing stage and the roof-in-progress stage. Ask your contractor which stages will be done that way before the schedule is set.
The High-Velocity Hurricane Zone is limited to Broward and Miami-Dade, so Palmer Ranch buildings follow the standard code. The 2023 Florida Building Code applies now. Starting December 31, 2026, the Ninth Edition governs, and any application filed on or after that date has to comply with it.

Can a new roof go over my old flat roof?
Sometimes, but not always. The code bars a recover where the old roof is water soaked or too deteriorated to serve as a base. It also bars recovering when two or more coverings already exist, and when blisters are not cut and secured. When that applies, the existing roof has to be torn off down to the deck. In our area, about 29.1 percent of homes sit in buildings with five or more units, so flat roofs on multi-unit buildings are common and the same rules apply to them. Ask your contractor to inspect the deck first.
