A growing city and a changing code
Venice is adding homes faster than the county as a whole: 18.7% of its homes date from 2010 or later, against 15.2% countywide.
The code those homes meet is about to change. The 8th edition of the Florida Building Code has been in effect since December 31, 2023, and permit applications and plans submitted on or after December 31, 2026 must comply with the 9th edition.
In the Historic Venice district the rule reaches new houses as well as alterations: all new construction must follow the Venice Historic Precedent style, with materials, colors and finishes set in the Land Development Code. Settle the roof's material and color with the city before the plans are final.

Tile, shingle edges and soffits on a new home
Tile on a new home follows the maker's instructions or the FRSA/TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual, Seventh Edition, and goes only over solid sheathing unless tested otherwise (FBC-R R905.3). Concrete field tile is heavy, about 770 to 970 pounds per 100 square feet for one maker's Florida products (Eagle Roofing), and the roof framing must be designed to carry it.
Shingle drip edge at eaves and gables is fastened no more than 12 inches apart, tightening to 4 inches where the allowable-stress design wind speed is 110 mph or more or the mean roof height tops 33 feet (FBC-R R905.2.8.5).
Soffits matter as much as the roof. After Hurricane Michael, FEMA found widespread envelope damage and costly wind-driven rain intrusion, and it recommends fastening soffit panels at both the wall and the fascia.

Inspections, installers and the one-year law
The roof is inspected at framing, at sheathing and fasteners, and at dry-in with insulation, coverings and flashing, before the final (FBC-B 110.3). Inside city limits those inspections come from the City of Venice Building Department.
For buyers: Fla. Stat. 553.837, in force since July 1, 2025, makes a builder answer for 1 year for defects in equipment, material or workmanship that cause a material violation of the Florida Building Code.

Can a private provider inspect the roof on a new Venice home?
Yes, if the owner chooses one. Florida law lets the fee owner of a building, or the owner's contractor with explicit written authorization, use a private provider for plans review or building code inspections at any time (Fla. Stat. 553.791(2)(a)). A private provider is a licensed building code administrator, engineer or architect. Without one, the City of Venice Building Department makes the inspections for a home inside city limits. Either way the roof passes the same checkpoints: framing, sheathing and fasteners, then dry-in, insulation, coverings and flashing (FBC-B 110.3).

Which code edition will my new Venice house be permitted under?
The one in force when the permit application and plans are submitted. Submit on or after December 31, 2026 and the 9th edition of the Florida Building Code applies; before that date the 8th edition, in effect since December 31, 2023, is reported to govern. For homes inside city limits, the City of Venice Building Department receives that filing, and its date stamp decides the edition.

What must a builder fix on a new Venice home's roof?
Defects that break the code, for the first year. Under Fla. Stat. 553.837, effective July 1, 2025, a builder must answer for defects in equipment, material or workmanship that result in a material violation of the Florida Building Code, for 1 year from closing or first occupancy, whichever comes first. Normal wear and tear, settling, damage the owner causes and natural disasters are outside it. Venice keeps adding homes, with 18.7% built since 2010, and a home newly built since July 1, 2025 falls under the law for its first year.
