Which code edition a new Sarasota roof meets
Today's rulebook is the 8th edition of the Florida Building Code, in effect since December 31, 2023. Its successor takes over on December 31, 2026: permit applications and plans submitted on or after that date must meet the 9th edition. A Sarasota house still in design this fall should be drawn with the submittal date in mind.
Wind sets the details. Each lot's design wind speed comes from ASCE 7-22 for that address. Within 1 mile of the coastal mean high water line, where that speed is 130 mph or more, a lot falls in the wind-borne debris region (FBC-B Ch. 2). With water covering 39.0% of the city's area, that line is worth checking for any lot near the bay or the keys.

Ring-shank sheathing and three ways to dry in
Roof sheathing on a new house is fastened with ring-shank nails, RSRS-03 at 2-1/2 inches by 0.131 inch, with RSRS-01 or RSRS-04 allowed on sheathing 15/32 inch or thinner (FBC-R R803.2.3.1). The dry-in that follows takes one of three forms (FBC-R R905.1.1.1):
- Self-adhering polymer-modified bitumen underlayment (ASTM D1970) over the entire deck.
- A 3-3/4-inch strip of ASTM D1970 membrane or AAMA 711 Level 3 tape over every deck joint, then underlayment over the whole roof.
- Two layers of felt-type underlayment, cap-nailed 12 inches on center in the field and 6 inches at the laps.
The roof meets the inspector twice before the final: sheathing and fasteners, then a roofing inspection of dry-in, insulation, coverings and flashing (FBC-B 110.3). Inside city limits the City of Sarasota's Building & Permitting office handles those visits, unless the owner chooses a private provider under Fla. Stat. 553.791.

For buyers: since July 1, 2025, Fla. Stat. 553.837 requires a builder to warrant a newly built home for 1 year against defects that cause a material violation of the Florida Building Code. The law leaves out normal wear, settling, damage the owner causes and natural disasters.
