Largo did its big growing in the last century, spreading from 9/16 of a square mile in 1905 to about 19 square miles and topping 70,000 residents by 2010. Countywide, 5.8% of Pinellas homes date from 2010 or later, so Largo's 6.1% tracks the county closely.

Permits for new buildings come from the City of Largo's Building Division. The owner, or the owner's contractor with explicit written authorization, may instead use a private provider for plan review or code inspections under Fla. Stat. 553.791, as long as that provider is a building code administrator, engineer or architect.

A lot in a Largo flood hazard area may carry its own history: the city reviews homes there that the hurricanes damaged through its Substantial Damage Inspection and Assessment Process. Before drawing a replacement house on such a lot, ask the Building Division what applies.

Drip edge, tile and product approval on a new Largo roof

Shingle roofs need drip edge at eaves and gables, laid over the underlayment and fastened no more than 12 inches apart. Where the allowable-stress design wind speed reaches 110 mph or the mean roof height passes 33 feet, that spacing tightens to 4 inches (FBCR R905.2.8.5).

Every roofing product on the permit needs Florida statewide product approval (Fla. Stat. 553.842), and the Florida Building Commission's public search finds an approval by FL number, manufacturer or code version.

The Florida Building Code's Eighth Edition has governed since December 31, 2023. The Ninth Edition takes over for permit applications and plans submitted on or after December 31, 2026, so a Largo build still in design should check its roof details against the edition its paperwork will meet.

Can a Largo builder use a private provider for roof inspections?

Yes. Fla. Stat. 553.791 lets the fee owner, or the owner's contractor with explicit written authorization, choose a private provider for plan review or building code inspections at any time, and the provider must be a building code administrator, engineer or architect holding the matching Florida credential. Permits for Largo addresses come from the City of Largo's Building Division, so raise the private-provider choice with that office at the start of the job.

Can a new Largo house have a tile roof?

Yes, if it is installed the way the code describes. Concrete tile must meet ASTM C1492 and clay tile ASTM C1167, and installation follows the manufacturer's instructions or the FRSA/TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual, Seventh Edition (FBCR R905.3). Tile goes only over solid sheathing unless the system is tested for spaced boards. New houses are scarce here, so a new tile roof usually goes up beside older neighbors; try the look in the Design Studio first.

Who answers for a code defect in a new Largo roof during its first year?

The builder does, under Fla. Stat. 553.837, in force since July 1, 2025. The law makes a builder stand behind a newly built home for 1 year, from the first transfer of title or first occupancy, whichever comes first, against defects in equipment, material or workmanship by the builder, a subcontractor or a supplier that amount to a material violation of the Florida Building Code. Normal wear, settling, owner-caused damage and acts of God such as a natural disaster are excluded. With only 6.1% of Largo's homes built since 2010, a new house here is the exception, so keep the closing papers that show when that year began.
