What a Largo tear-off uncovers on a 1978 house

Florida judged its patchwork of local codes inadequate after Hurricane Andrew in 1992, and one statewide code replaced them all on March 1, 2002. In Largo 87% of homes were built before 2000, and the county as a whole sits at a 1977 median, so most decks here were nailed under the rules of their day.

Once the old covering is off a plywood, plank or sawn-lumber deck, the residential code takes over (FBCR R908.7). Decks held by staples or 6d nails, at any spacing, get supplemental ring-shank nails no more than 6 inches apart; 8d nails already at 6 inches or closer stay as they are (Table R908.7.1.2). Then a secondary water barrier goes down under the new covering (R908.7.2).

The deck rules quoted here come from Florida's residential code for houses. Mobile homes are 26.1% of Largo's housing, so if the roof you need replaced is on a manufactured home, ask the Building Division which rules it will inspect against before you compare bids.

Permit

A re-roof needs a permit (FBC-B 105.1), and for a Largo address it comes from the City of Largo's Building Division. Re-roofs skip plan review (FBC-B 107), but the inspector still comes twice: once for the sheathing and its fasteners, often at dry-in, and once for the roofing itself, covering dry-in, insulation, coverings and flashing (FBC-B 110.3).

Homes in a Largo flood hazard area that the hurricanes damaged also fall under the city's Substantial Damage Inspection and Assessment Process, so raise it when you apply. The Florida Building Code's Ninth Edition governs every permit application submitted on or after December 31, 2026, which makes the application date, not the tear-off date, the one that decides the edition.

A roof built or replaced to the 2007 Florida Building Code or a later edition can have 25% or more of it repaired with only the repaired part brought to current code (Fla. Stat. 553.844(5)). The 2007 code took effect March 1, 2009, so a Largo roof last replaced before then misses that exception, and a roof replaced now will have it.

Will my Largo re-roof need extra deck nails?

It depends on what holds the deck down now, and nobody knows until the tear-off exposes it. Florida's re-roof table (FBCR Table R908.7.1.2) calls for supplemental ring-shank nails at no more than 6 inches on center where the deck is held by staples or 6d nails, and where 8d nails sit more than 6 inches apart; 8d nails at 6 inches or closer need nothing added. On a house near Largo's 1978 median, ask how a quote handles that work before you sign.

What counts as the secondary water barrier on a Largo re-roof?

The code allows three methods on shingle and metal roofs (FBCR R905.1.1.1): self-adhered membrane over the whole deck; a 3-3/4-inch membrane strip or tape over every deck joint with underlayment on top; or two layers of approved felt-type underlayment on a tight nail schedule. The state's wind mitigation form credits each of those, while standard single-layer underlayment or hot-mopped felt does not qualify. Florida's rules requiring the barrier at re-roof date from 2007, and 87% of Largo homes were built before 2000, so many may never have had one.

Can I cancel a Largo roofing contract signed after a hurricane?

Sometimes. Under Fla. Stat. 489.147(6), if a residential roof contract is signed within 180 days of an event covered by a Governor's state-of-emergency declaration, and the home is in that area, the owner may cancel without penalty within 10 days of signing or by the official start date, whichever comes first. The contract must say so in 14-point bold type above the signature line. After the 2024 season, when Milton brought hurricane conditions from Clearwater Beach southward, Pinellas owners should read that notice closely.
