Mobile home or house: which insurer rules a Largo roof answers to

For a mobile home, the firmest rule comes from Citizens: owner, dwelling and mobile home applications on properties more than 20 years old need a 4-point inspection of electrical, plumbing, HVAC and the roof. The state's 15-year roof rule gives no shelter here, because Senate staff note that section 627.7011 does not apply to mobile home policies.

For a house, the 15-year rule does apply. Under 15 years, an insurer may not refuse or non-renew a homeowner's policy for roof age alone. At 15 or older, it must let you bring in an authorized inspector at your own expense, and it may not drop you for age if that report shows 5 or more years of useful life left (Fla. Stat. 627.7011(5)).

With a 1978 median build year and 87% of Largo homes built before 2000, nearly nine in ten Largo homes are past Citizens' 20-year line for a 4-point. One more inspection is local: homes in a Largo flood hazard area that the hurricanes damaged go through the city's Substantial Damage Inspection and Assessment Process, a review separate from any insurer's form.

Programs

The state's wind inspection program and who qualifies in Largo

Florida's My Safe Florida Home program, created by Fla. Stat. 215.5586 in the Department of Financial Services, offers wind-mitigation inspections to site-built, owner-occupied single-family homes with a homestead exemption. Its matching grants carry more conditions, including a pre-2008 build date, and the statute says the program creates no entitlement. Whether applications were open on October 5, 2026, the program's site did not say.

Those terms leave out a large part of Largo. Mobile homes are not site-built, owners occupy 61.7% of the city's occupied homes, and buildings of five or more units hold 30.2% of its housing. A detached, owner-occupied house with a homestead exemption is the clearest fit.

The wind form itself is OIR-B1-1802 (Rev. 04/26), in effect since April 1, 2026; a completed one stays valid up to five years unless the structure changes or the form proves inaccurate.

Does a Largo mobile home need a 4-point inspection?

For Citizens, yes, once the property is more than 20 years old; its rule covers owner, dwelling and mobile home applications alike. The roof section of the form records the covering, its age and remaining life, the date of the last roofing permit, and damage such as curling, granule loss, soft decking or leaks, with photos of each slope. Mobile homes are 26.1% of Largo's housing, so many owners here may meet this form, though insurers other than Citizens write their own rules.

What does Citizens ask about an older roof on a Largo house?

Two things, depending on age. Every home more than 20 years old needs a 4-point inspection, and roofs older than 25 years for shingle, or 50 years for tile, slate, clay, concrete or metal, need documents showing at least five years of useful life left. Largo's median home was built in 1978, so the house's age is rarely the question; the roof's is. For insurance, a roof's age runs from the last date its whole surface was built or replaced (Fla. Stat. 627.7011(5)(d)).

Will a new roof change my Largo wind mitigation form?

It can move two answers. Form OIR-B1-1802 grades roof deck attachment from staples or 6d nails at the low end up to 8d nails 6 inches apart in the field, and it asks whether a secondary water barrier exists; plain underlayment or hot-mopped felt does not count. A re-roof that adds ring-shank nails and a qualifying barrier can change both. Insurers must offer credits for features such as roof strength (Fla. Stat. 627.0629), and the state's notice says they apply only to the hurricane-wind part of a policy. On a house near Largo's 1978 median, ask the inspector what the attic shows.
