Slope, drainage and the recover question on Largo flat roofs
New low-slope roofs need at least 1/4 inch of slope per foot for built-up, modified bitumen, single-ply, spray foam and liquid-applied systems (FBC-B 1507). The code calls drainage positive when the roof sheds its water within 48 hours of rain.
Drains are sized on the 100-year, one-hour rainfall rate (FBC-Plumbing 1106.1). NOAA's Atlas 14 puts that rate at 4.06 inches an hour at Largo's center, against 2.87 for a 10-year storm. Where a parapet or raised edge would trap water if the main drains back up, the code adds secondary overflow drains or scuppers (FBC-B 1503.4.1).
A recover is not always allowed. A tear-off to the deck is required where two or more coverings are already on, where the roof is water-soaked or too deteriorated to serve as a base, or where blisters are not cut and secured. Infrared surveys find wet insulation because it holds heat longer after dark, but the readings need core cuts to confirm.

Is a roof coating on a Largo building roofing work?
Usually, yes. Florida's contractor law puts coatings inside the roofing contractor's scope unless the coating is not represented to protect, repair, waterproof, stop leaks or extend the roof's life (Fla. Stat. 489.105). The building code adds that a roof coating must meet a fire classification and one of the listed ASTM standards, such as D6694 for silicone or D6083 for acrylic (FBC-B 1509). Check drainage first: the code's positive-drainage test is 48 hours, and only some coatings are marketed for ponding water. Ask the City of Largo's Building Division whether the job needs a permit.

Does a Largo commercial re-roof need a Notice of Commencement?
When the direct contract is above the amount Fla. Stat. 713.135 sets, yes: the permitting office, here the City of Largo's Building Division, needs a copy before the first inspection. The Florida Building Code also has the permit card warn the owner that failing to record the notice can mean paying twice for the same improvements, and the notice must be recorded and posted on the job before that inspection (FBC-B 105.8). Boards should see it before the crew loads the roof.
