Code and timing

The version of the code that will control your permit in East Lake

On December 31, 2023, the Eighth Edition of Florida's Building Code took effect. Starting December 31, 2026, any permit application filed on or after that date has to comply with the Ninth Edition. A new roof planned for East Lake should be sized against whichever edition is in force when the application is filed.

Permits for unincorporated East Lake are issued by Pinellas County Building Services, not by a city. Ask that office which edition applies to your filing date before you order materials.

Build sequence

For shingle, metal and similar roofs, the code gives three dry-in choices: a full self-adhering polymer-modified bitumen underlayment, a membrane strip over every deck joint with an approved underlayment across the roof, or two layers of approved felt-type underlayment. Your roofer should name which one is in the plans.

  • Once the roof is on, the framing inspector checks that all framing, fireblocking and bracing are complete.
  • Sheathing inspection, either as part of a dry-in inspection or separately once all roof sheathing and fasteners are complete.
  • The roofing inspection looks at dry-in, insulation, roof coverings and flashing.
  • Final inspection.

Tile on a new home must go over solid sheathing and follow the manufacturer's instructions or the Florida tile installation manual. Scheduling the roof inspection before the sheathing and dry-in are complete can stall the job.

Approvals and crews

Who can approve a product and who is allowed to put on a new roof

Under Florida Statute 553.842, roofing falls under mandatory statewide product approval. Check the product's approval number on the state lookup before the materials are bought, and keep the approval number on the permit paperwork.

On a building it owns and is constructing, a builder is permitted to lay asphalt shingles. Tile, metal and membrane work must go to a certified or registered roofing contractor, and a general contractor may not advertise as a roofer without that certification.

New homes with eaves under 6 inches must have gutters and downspouts, with each downspout ending at least 1 foot away from the wall. Plan the gutter run during the roof work so it is not added after final inspection.

The code edition depends on when the permit application is filed. Right now, the 2023 Florida Building Code, Eighth Edition, is the one in effect. Does a builder have to warrant a new East Lake home?

Under Florida Statute 553.837, a builder must cover code-violating defects in equipment, material or workmanship for 1 year after the first owner takes title or first occupies the home, whichever comes first. Coverage does not extend to normal wear, settling, defects caused by the owner, or natural disasters. Many East Lake homes were built in the early 1990s, when the median build year for the area was 1990, so older roofs and systems often fall outside any builder obligation for a new home.
