Which code applies to a Palm Harbor flat roof

New low-slope roofs need a minimum slope of one-fourth unit in 12 for built-up, modified bitumen and single-ply systems. Florida's single-ply table covers EPDM, TPO and PVC sheet. Ask each bidder which membrane standard the product meets.

Water covers 38.2 percent of Palm Harbor's area, and Hurricane Hermine put 22.36 inches of rain near Tarpon Springs in 2016. Drainage matters on any flat roof here. Florida defines positive drainage as clearing the roof within 48 hours of rain. Where parapets can trap water, the code requires secondary overflow drains or scuppers.

No. Only Broward and Miami-Dade fall in that zone, and Palm Harbor sits in Pinellas County, which follows the regular Florida Building Code. Roofs must still be designed for Chapter 16 wind loads. The code also sets a test standard for the metal edging on low-slope roofs, ANSI/SPRI ES-1 or RAS 111. Does the 25 percent roof rule apply to a condo or apartment roof?

Yes. The rule applies to any existing building or roof section, including the multi-unit buildings that hold 20.7 percent of Palm Harbor's homes. If more than 25 percent of the roof area or section is repaired, replaced or recovered in 12 months, the whole roof or section must be replaced or recovered. An exception covers roofs built or replaced under the 2007 code or later, where only the repaired part must meet current code. How long does a roofing permit stay valid in Florida?

A permit becomes invalid if work does not start within 6 months of issuance, or if work is suspended or abandoned for 6 months. An approved inspection within 180 days shows the job is active. An unpursued application is treated as abandoned 180 days after filing.
