Commercial roofs ยท Seminole
Commercial roofing in Seminole, FL
In Seminole, 37.1 percent of homes sit in buildings with five or more units, so many roofing jobs here are apartment, condo and association roofs. Those owners usually answer to a board, a lender and a permit office at once. Before you sign a commercial roofing bid in Seminole, check the permit office, the drainage design and the slope.

How the prevalence of multi-unit buildings affects commercial roof work in Seminole
Seminole has 10,843 housing units, and the margin of error on that count is 464. A large share of those units sit in shared buildings. For a property manager, that means one roof often covers many owners or tenants, and one leak reaches several units at once.
Pinellas County's housing is the oldest of the four counties in the region. The median year built is 1977, and 58.8 percent of units predate 1980. Older low-slope roofs here are more likely to be at or past their working life, so ask any bidder to inspect the existing membrane and deck before quoting.
Permits and code
Permits, code edition and the 25% rule for commercial roofs
Seminole's own building department handles roof permits inside city limits. Confirm the permit with that office before work starts, and ask the bidder who pulls it. Pinellas permitting is split among many offices, so a bid that names the wrong office is a warning sign.
Florida's Eighth Edition of the Building Code, published in 2023, became enforceable on December 31 of that year. Permit applications filed on or after December 31, 2026 will need to meet the requirements of the Ninth Edition, which goes into force that day. If your project straddles that date, ask the bidder which edition the design follows.
Seminole's wind-borne debris rules depend on distance from the coast and design wind speed. Because Seminole is not in Miami-Dade or Broward, the High-Velocity Hurricane Zone rules that apply there do not govern a Seminole roof. Ask the bidder which code region they are designing to.
Comparing bids
How to compare commercial roofing bids in Seminole
- Ask for the drainage plan and the slope of the new deck, so water clears the roof within 48 hours of rain.
- Ask how emergency overflow drains or scuppers are sized and placed where parapets trap water.
- Confirm the membrane material and its ASTM standard, and whether the product has a Florida product approval number.
- Confirm that the roofing contractor is certified or registered as a roofing contractor under Florida law.
- Check whether a Notice of Commencement is recorded and posted on site before the first inspection.
Seminole gets heavy rain. The normal annual total at St. Petersburg is 52.48 inches, and about 62 to 63 percent falls June through September. Roughly two-thirds of a year's rain arrives in those four months. Drainage design deserves as much attention as the membrane itself.
Questions
Commercial roofing in Seminole: questions
Who issues commercial roof permits in Seminole?
The City of Seminole's Building department, under Community Development, issues roof permits for locations inside city limits. Pinellas County's permitting is split among many offices, so confirm which office covers your parcel before hiring. Ask the roofing contractor to show you the permit before work begins, and keep a copy for your records and your lender.

What slope does a new low-slope commercial roof need?
The minimum design slope for new built-up, modified bitumen, single-ply, sprayed foam and liquid-applied low-slope roofs is one-fourth unit in 12, which is 2 percent. Ask your bidder to show the slope on the drawings and how the design drains water within 48 hours after rain. Florida's minimum slope is a floor, so a bidder can design steeper.

Does the 25% rule apply to my commercial roof in Seminole?
It can. Under the Florida Building Code, not more than 25 percent of the roof area can be repaired or replaced in any 12-month period unless the entire roof system is replaced or recovered. If your roof was built to the 2007 code or later, only the repaired part must meet current code. Confirm the status of your roof with the building office before you schedule partial work.

How long do metal roofs last on a commercial building?
The records I have do not give a service life for metal roofs in Seminole. Florida's code requires low-slope coverings to show physical integrity over the working life of the roof, based on 2,000 hours of accelerated weathering tests. Ask your bidder for the test results and the product approval number, and confirm the expected life with the manufacturer.
