Stat. 718.112(2)(g)). The study is a visual inspection that estimates how many useful years each item has left, so the roof's line in it shapes the board's reserves.

Outside the High-Velocity Hurricane Zone of Broward and Miami-Dade, commercial roofs follow the general sections of FBC-Building Chapter 15. Decks and coverings must be designed for Chapter 16 wind loads, and adhered or fastened coverings must resist the design pressures for components and cladding (FBC-B 1504.1, 1504.3).
Metal edge systems on built-up, modified bitumen and single-ply roofs must be designed for those loads and tested to ANSI/SPRI ES-1 (RE-1, RE-2 and RE-3) or RAS 111 (FBC-B 1504.5). Gutters that also hold down a membrane edge are tested to SPRI GT-1.
Beach and harbor-side sites may fall in the wind-borne debris region: land within 1 mile of the coast where the design wind speed is 130 mph or more with open-water exposure, or anywhere at 140 mph or more (FBC-B Chapter 2). Check the address in the ASCE 7-22 hazard tool.
Rooftop units only have to be brought to the current code during reroofing if they are being replaced or moved and do not comply (FBC-B 102.8).

How often should a Clearwater commercial roof be inspected?
Twice a year, in fall and spring, by NRCA's guidance: biannual inspections often catch cracked or missing shingles, loose seams, worn flashing and granules piling up in gutters, and SPRI and NRCA publish an inspection and maintenance manual for single-ply roofs. Add a look after any named storm. A normal year brings about 53.62 inches of rain at St. Pete-Clearwater International Airport, roughly 62–63% of it from June through September, so the fall inspection catches summer's wear.
Do roofing products on a Clearwater building need state approval?
Yes. Roofing is one of the product categories that must carry Florida statewide product approval under Fla. Stat. 553.842(5), and a product may not be marketed as hurricane or windstorm protection unless it holds that approval. On Clearwater Beach, where Debby put a 55-knot gust in 2024, ask for the FL numbers before a board signs.
Who permits a commercial re-roof in Clearwater?
The City of Clearwater's Permitting office, for buildings anywhere in the city, Clearwater Beach included. Plans review by the building official is not required for a reroof (FBC-B 107), but the permit and its inspections are. Buildings just outside the city limit can fall to another office: Safety Harbor and Belleair Beach, for instance, use Pinellas County's Building Services, so check the parcel before the bid goes out.
