Countywide, new building has slowed: the Census Bureau's permit survey counted 2,495 single-family units permitted in Palm Beach County in 2025, against 4,244 in 2020, plus 1,503 units in buildings of five or more. Delray Beach's share of newer housing, 9.3%, is close to the county's 9.2%.

Permits come from the City of Delray Beach Building Division, and the code sets the order of inspections: foundation, framing, sheathing with the roof and wall dry-in, exterior wall coverings and soffit, roofing, and final (FBC-B 110.3). A new house in a historic district may also need the city's Historic Preservation office to review its design.

Nails, dry-in and tile rules for a new Delray Beach roof

The deck on a new Delray Beach roof is nailed with ring-shank fasteners, RSRS-03 as the default and RSRS-01 or RSRS-04 allowed on sheathing 15/32 inch or thinner (R803.2.3.1). For the dry-in under shingles or metal, the code offers a choice of three: peel-and-stick membrane across the entire deck; tape or a membrane strip on each sheathing joint with underlayment over it; or a double layer of felt-type underlayment (R905.1.1.1).

Tile goes on per the maker's instructions or the FRSA/TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual, Seventh Edition, and only over solid sheathing unless tested otherwise (R905.3).

Buyers of a new Delray Beach home have a statute on their side as well. Since July 1, 2025, section 553.837 holds the builder responsible for one year for defects in equipment, material or workmanship that amount to a material violation of the Florida Building Code. It does not reach normal wear and tear, settling, damage the owner causes, or a natural disaster.

Can a private provider inspect a new home in Delray Beach?

Florida law allows it. Under Fla. Stat. 553.791(2)(a), the owner of a building, or the owner's contractor with the owner's written authorization, may choose a private provider for plan review or building code inspections at any time. A private provider is a building code administrator, engineer or architect holding a Florida license (553.791(1)(n)). The City of Delray Beach Building Division still issues the permit, so ask it what notice and paperwork it needs before the first inspection is booked.

When is the roof inspected on a new Delray Beach house?

Twice, at two points in the build. The sheathing inspection comes after all roof and wall sheathing and fasteners are in, either as part of the dry-in inspection or on its own, and covers roof sheathing, wall sheathing, fasteners and the roof and wall dry-in. The roofing inspection comes later and covers dry-in, insulation, roof coverings and flashing (FBC-B 110.3). Both are scheduled through the City of Delray Beach Building Division, which issues permits inside the city.

What do the soffits on a new Delray Beach house have to resist?

The same wind loads as the walls. FEMA's Hurricane Michael advisory notes that the 2007 Florida Building Code was revised to require soffits capable of resisting wall-level wind loads, after widespread soffit failures let wind-driven rain into homes. At a minimum, FEMA says, fasten soffit panels at the wall and at the fascia. Wind here is not only a hurricane matter: during Ian an EF-2 tornado in Palm Beach County collapsed the roof of a house.
